Senate Conservatives Fund (SCF)

The Senate Conservatives Fund (SCF) is a political action committee that promotes right-of-center policies and helps elect conservative candidates who will stand up to left-of-center and left-leaning interests in both parties. SCF was founded by former U.S. Senator Jim DeMint (R-SC) in 2008. 1

    Activities

    The Senate Conservatives Fund (SCF) is a political action committee that aims to put bold conservatives into office who will uphold the principles of limited government, traditional family values, and strong national defense.  SCF supports conservative candidates through small-dollar fundraising that is bundled and distributed to its preferred candidates. Senate Conservatives Action, its super PAC, runs ads to promote the campaigns of these candidates. 1

    Senate Conservatives Fund supports candidates who will advocate for a conservative agenda that includes cutting federal spending, reforming the Affordable Care Act (Obamacare) to correct the increase in costs and reduction of healthcare choices, enforcing immigration laws at the border and opposing amnesty, instating term limits in the House and Senate, opposing corporate bailouts, banning Congressional earmarks, protecting Second Amendment rights, and opposing taxpayer funding for abortion. 1

    In the 2026 election cycle, the Senate Conservatives Fund is supporting the campaigns of U.S. Sens. Bill Hagerty (R-TN), Cynthia Lummis (R-WY), Roger Marshall (R-KS), and Ashley Moody (R-FL), and the campaigns of Alabama Republican Barry Moore and Kentucky Republican Nate Morris. 1

    Funding

    The Senate Conservatives Fund is primarily funded by donations from individuals. According to filings with the Federal Election Commission, SCF raised over $14.2 million in the two-year period of 2023-2024. 2

    In that same two-year period, Senate Conservatives Action, SCF’s related super PAC, raised over $2.1 million. 3

    Spending

    In the two-year period of 2023-2024, the Senate Conservatives Fund made over $13.5 million in total disbursements. SCF’s largest contributions supported the campaigns of U.S. Senators Ted Cruz (R-TX), Josh Hawley (R-MO), and Rick Scott (R-FL). 4

    In that same two-year period, Senate Conservatives Action made over $2 million in total disbursements. SCA’s largest contributions supported the Senatorial campaigns of Nevada Republican Sam Brown and Sens. Cruz and Hawley. 5

    People

    Former U.S. Senator Jim DeMint (R-SC) was the founder of the Senate Conservatives Fund and the chair of the board of the Conservative Partnership Institute. DeMint is a former U.S. Representative and U.S. Senator, a former president of the Heritage Foundation, and a former member of the White House Economic Advisory Board during the first Trump administration. 6 DeMint resigned from SCF in 2012. 7

    Mary Vought is the executive director of the Senate Conservatives Fund. Vought is a senior fellow at Independent Women’s Forum and the founder and president of Vought Strategies, a media communications firm. 8

    Matt Hoskins is a former executive director of the Senate Conservatives Fund and formerly worked as a senior aide to then-Rep. DeMint (R-SC). 9

    Paul Kilgore is the treasurer of the Senate Conservatives Fund and the founder and CEO of PDS Compliance, a political financial consulting company. Kilgore formerly worked as an aide to the late U.S. Senator Paul Coverdell (R-GA) and as controller of then-House Speaker Newt Gingrich’s (R-GA) 1996 re-election campaign. 10
