Do No Harm Florida is a pro-life organization that was established to oppose 2024 Florida Amendment 4, which would have made abortion a right in the state’s constitution. 1 The measure failed to pass at the 2024 election, when it did not meet Florida’s constitutional supermajority threshold for state constitutional amendments. 2
John Littell, a family physician, is the chairman of the group, and Lynda Bell is co-founder of Do No Harm Florida. Bell is also president of Florida Right to Life. 3 4
Background
Do No Harm Florida opposed the Florida Amendment 4, a right to abortion initiative to amend the state constitution. The measure was defeated in the 2024 election when it won a majority of voters, but fell short of Florida’s requirement of a supermajority of 60 percent to enact a constitutional amendment. 3
Do No Harm Florida co-founder Lynda Bell said the danger of Amendment 4 was that too many Floridians did not understand how much it would expand abortion in Florida, so Do No Harm Florida personnel fanned out across the state to hand out informational materials and spoke to churches, community groups, and schools. 5
During the campaign, Do No Harm Florida held weekly teleconference meetings to strategize with its coalition of 20 organizations. 6
Do No Harm Florida was one of five committees registered to oppose Amendment 4. The others were Florida Voters Against Extremism, Keep Florida Pro Life, Life First PC, and Florida Freedom Fund. 3
During the campaign against Amendment 4, several organizations joined Do No Harm Florida, including Florida Right to Life, Florida Eagle Forum, Florida Citizens Alliance Action, Citizens Defending Freedom, Priests for Life, Women Impacting the Nation, the Florida Catholic Medical Association, Florida Republican Assembly, Vote Your Vision, Freedom Fellowship, Thy Protector, Watchmen Action, Sherloc, Community Pregnancy Clinics, and The Matt Buff Show. 7
Organizations opposed to the amendment raised a total of $11.7 million compared to $116.6 million raised by supporters of the initiative, led by the group Floridians Protecting Freedom. 8
Leadership
John Littell is the chairman of Do No Harm Florida. 4 Littell is a family physician and has provided newborn, pediatric, adolescent, and adult medical care. He is also experienced in hospital and nursing home care. 9
Lynda Bell is co-founder of Do No Harm Florida and the president of Florida Right to Life. 10 She is a former Miami Dade County Commissioner. She was appointed by former Florida Gov. Rick Scott (R) to be on the Florida Communities Trust for six years. She was a Florida delegate and chair of the National Right to Life board of directors. She was the first woman elected as mayor of Homestead, Florida in 2007. 11
Eric Robinson is the Treasurer of Do No Harm Florida. 4
Rebecca Peck is the spokesperson for the organization. 7 She has been a family physician for more than 25 years. She has worked in healthcare for government, hospitals, in the private sector, and for underserved populations. Peck completed a one-year women’s health practicum at Marquette University. She has published research on fertility awareness, contraception and abortion. 12

Nancy Randolph was the coordinator for prayer outreach for Do No Harm Florida. 7
Israel Hall coordinated Jewish Outreach for Do No Harm Florida. 7
Ben Rall is a doctor affiliated speaker with the group. He is the owner of Achieve Wellness Clinic in Orlando, Florida. He previously owned a chiropractic and wellness clinic in South Dakota that was one of the largest such clinics in the United States. For two decades, he worked with businesses and churches on corporate wellness programs. Rall was the official chiropractor for Team USA Wrestling, Weightlifting, and Judo at the 2012 Olympics in London. He is author of the books Cooperative Wellness and Designed to Heal. 13
Michael Uphues is an affiliated speaker with the group. He is the co-owner of YouthfulMD. He is an osteopathic physician. He has previously worked in Barrow, Alaska, at Juneau Urgent Care and Fort Peck Service Unit. From 2004 to 2008, he was chief medical officer at Fort Peck Service Unit. Since 2007, Uphues was the owner and a practicing physician at Caduceus Medical Partners and Michael Uphues, PLLC. He was also a hospitalist at Advanced Care Hospital Montana. Uphues is a member of America’s Frontline Doctors and the Frontline COVID Critical Care Alliance. 14
Debbie Healy is a speaker with the group. She was a registered nurse with the U.S. Air Force Reserve Nursing Corps. Healy worked eight years with Americans for Prosperity. She was a legislative aide during the 69th general assembly of the Colorado Legislature. Healy was also the former assistant to the president at Family Research Council for two and a half years. 15

As of October 2024, Do No Harm Florida had raised $190,990.66 in contributions and spent $156,208.81 on the election. 3
