34N22 Inc. was a super PAC that supported the unsuccessful U.S. Senate campaign of former football player Herschel Walker (R) in Georgia. 1 The number 34 was on Walker’s football jersey at the University of Georgia, while the 22 represented the year he ran for the Senate. 2

In October 2022, the Georgia Secretary of State’s office opened an investigation into 34N22 for giving gas and grocery vouchers to residents across the state. 3

Background

The organization derived its name because 34 was Herschel Walker’s football jersey number at the University of Georgia and the election was taking place in 2022. 5

Staff

Charles Gannt was the 34N22 treasurer.  Gannt previously worked for a campaign finance firm that was tied to several super PACs supportive of former President Donald Trump’s campaigns. 6

Stephen Lawson, a former top deputy to former U.S. Sen. Kelly Loeffler (R-GA), was the spokesman for the 34N22 super PAC. 7

Donors

Home Depot founder Bernard Marcus gave at least $1.75 million to 34N22. 8 Richard Uihlein, the co-founder of Uline shipping company, contributed $1 million to 34N22. 9

Industrialist Dennis Washington with Washington Corp. gave $500,000 to 34N22. 10

Investors Charles B. Johnson and Nelson Peltz each gave $100,000. 11

Oil-and-gas businessman Trevor Rees-Jones and wife Jan each contributed $50,000 to 34N22. 12

Former casino owner and former Republican National Committee finance chairman Steve Wynn donated $100,000 to 34N22. 13

San Francisco Giants owner Charles Johnson donated more than $100,000 to the 34N22 super PAC. 14

Spending

In the 2022 election cycle, the PAC spent $6,786,729. Of that, 72.5 percent was used for the general election. The remainder was used for the Georgia runoff, where Walker ultimately lost to incumbent Sen. Raphael Warnock (D-GA). The PAC spent $5,917,455 against Democrats and $869,274 for Republicans according to OpenSecrets. 15

The 34N22 super PAC helped finance canvassing operations, direct-mail leaflets, and advertising in support of Walker’s campaign and opposing Warnock, but not in direct contact or coordination with the Walker campaign. 16

34N22 paid for a commercial that showed direct-to-camera testimonials from Georgia residents voicing concerns about rising prices, with several blaming Warnock. 17

The organization distributed $25 vouchers for groceries and gas, which were largely aimed at tying Warnock’s record to the inflation problem. But the super PAC also handed out pro-Walker material with the vouchers, while volunteers held signs at gas stations saying, “Warnock isn’t working.” 18

Democrats questioned the legality of giving away something of value to potential voters. In October 2022, the Georgia Secretary of State’s office opened an investigation into 34N22 for giving gas and grocery vouchers to residents across the state. After the investigation is completed, the matter was set to go before the Georgia State Elections Board. 34N22 argued the vouchers are legal because the recipients are given the vouchers without conditions, are not required to be registered voters, and not required to vote to get the vouchers. 19

During the Georgia runoff election, 34N22 aired commercials showing Georgia Gov. Brian Kemp (R-GA) endorsing Walker. Kemp had won a decisive victory in November, and the ad was aimed at split ticket voters. 20
