Health Not Harm MD was a Maryland ballot issue committee that campaigned against Maryland Question 1, the Right to Reproductive Freedom Amendment, in the November 2024 election. 1 Maryland Question 1 passed. 1

The other ballot issue committee that opposed Maryland Question 1 was Reproductive Trojan Horse.  Other organizations opposing the amendment included the Maryland Catholic Conference, the Maryland Family Institute, the Maryland Right to Life PAC, Priests for Life, Students for Life, and the Hope Movement. 1

Activities

Health Not Harm MD was a Maryland ballot issue committee comprised of concerned parents, health and medical professionals, faith leaders, and nonprofit organizations from across Maryland opposing the passage of Maryland Question 1, the Right to Reproductive Freedom Amendment. Health Not Harm MD aimed to fight for the preservation of parental rights, constitutional rights, and healthcare integrity, calling the amendment “deceptive.” 2

Health Not Harm MD claimed that the Right to Reproductive Freedom Amendment would prohibit protections for patients; restrict the rights of parents of minor children, especially related to late-term abortions or gender transition surgeries; and put pregnancy support centers out of business. Health Not Harm MD further claimed that the amendment would restrict basic rights, like free speech, religious freedom, and conscience protections. 2

Maryland Question 1

Maryland Question 1, the Right to Reproductive Freedom Amendment, was a legislatively referred constitutional amendment on the ballot in Maryland in the 2024 elections. The amendment received a supermajority (60 percent) vote in both the Maryland State Senate and the Maryland House of Representatives to be put on the ballot. 1

Maryland Question 1 was endorsed by Maryland Governor Wes Moore (D), Maryland Lieutenant Governor Aruna Miller (D), the Maryland State Education Association, Pro-Choice Maryland, and the Maryland AFL-CIO. The amendment was supported by the campaign Freedom in Reproduction. 1

Approved by a vote of 76.06 percent, Maryland Question 1 now guarantees a right to reproductive freedom in the Maryland Constitution’s Declaration of Rights. This includes the right to prevent, continue, or terminate one’s own pregnancy. 1

Funding

Health Not Harm MD was funded by donations from individual along with donations from like-minded organizations and businesses. In total, Health Not Harm MD received $299,708 in cash donations and $3,343 in in-kind contributions. 1

Health Not Harm MD ceased operations after the November 2024 elections and donated the remainder of its funds to the Maryland Right to Life Foundation. 3

As of 2025, Deborah Lee Brocato was the chair of Health Not Harm MD. Brocato is a retired Intensive Care Unit nurse. 4
