Civic (Re)Solve Action Fund

In a 2022 report, Civic (Re)Solve argued that right-of-center media promoted “conspiracy theories” and “disinformation” regarding the 2020 election. ² In 2024, it co-published a report promoting the idea that election integrity laws are an “authoritarian threat” towards minority groups. ³

Background

Civic (Re)Solve Action Fund is a left-of-center project of the North Fund, a member of the multi-billion-dollar nonprofit network run by Arabella Advisors, that advocates eliminating election integrity laws. ¹

In Civic (Re)Solve’s September 2022 “A New Narrative for American Democraсy” report, it states that it is funded by a “pool” of 501(c)(3) and 501(c)(4) sources. The report also states that Civic (Re)Solve is a “founding supporter” and “strategic partner” for Issue One’s Count Every Vote Campaign. ²

“A New Narrative for American Democracy”

In September 2022, Civic (Re)Solve Action Fund co-published a report with Issue One titled “A New Narrative for American Democracy” that states it was also created in coordination with Issue One’s work through its partnerships with the Democracy Communications Collaborative, More in Common, and Voting Rights Lab. The report stated that it contracted with Artemis Strategy Group, Avalanche Insights, Citizen Data, and the Neimand Collaborative to conduct public opinion polls. The polls evaluated how different demographics view the “state of democracy” and their stances on election integrity laws. ²

The report argued that the data from its surveys show that there was waning confidence in the administration of elections, stating that there was a trend amongst respondents that people, primarily those on the left, believe that election integrity laws are infringing on people’s rights to participate in democratic processes. The report criticizes election integrity laws, describing them as attacks on democracy, and claims that right-of-center media has promoted “disinformation” and “conspiracy theories.” Based on these claims of spreading conspiracies, it stated election officials had allegedly been targeted and that its research showed people believe election officials’ safety was at risk. ²

The Report concludes that the opinions held by those on the right are hostile to election administration processes and are supportive of allegedly undemocratic election integrity policies. To address this, it advocates for left-of-center election policy campaigns to target centrists to attempt to convince them that the election integrity policies supported by the right are founded in “conspiracy theories.” ²

“Indigenous-led Civic Engagement: A Funder Guide for 2024 and Beyond”

“Indigenous-led Civic Engagement: A Funder Guide for 2024 and Beyond” is a report coproduced by Civic (Re)Solve Action Fund, Third Plateau, and Native Americans in Philanthropy that outlines how different advocacy groups address civic participation amongst Native American populations. It used the outline to advocate for issues related to increasing the below-average voter participation by Native Americans and to advocate for increased funding of like-minded groups. ³

The report framed the issue of low voter participation amongst Native American populations as a symptom of alleged “systemic” barriers inhibiting their participation and “authoritarian threats” to election policies. It claimed that voter identification laws, restricting mail-in voting and ballot drop boxes, and other election integrity policies were responsible for reduced voter participation rates by Native Americans. It advocates for the elimination of election integrity policies and for the funding of voter mobilization campaigns that target Native American communities. ³

Leadership

Ben Davis was the founder and director of Civic (Re)Solve Action Fund as of 2025. He also worked as a resource steward for democracy and climate justice for the Wend Collective, where he had worked since 2017, and was the co-founder of OnSight Public Affairs, a consulting company. ⁴
