Truth Action Project

The Truth Action Project (registered as “Truth Outreach;” also known as the “9/11 Truth Action Project”) is an organization dedicated to advancing conspiracy theories. It was founded to promote the conspiracy theory that the terrorist attacks of September 11, 2001 were committed by the U.S. government. It has called for a new investigation into the terrorist attacks, asserting that such an investigation will overturn the factual story of the 9/11 attacks 1 numerous investigations have uncovered no credible evidence supporting the Action Project’s “false flag” theory. 2

    Background and History

    The roots of the Truth Action Project can be traced back to 2014 when it was known as 9/11 Truth Outreach Inc. 5 It was the grassroots campaign of Architects and Engineers for 9/11 Truth. The two organizations were separated in 2016, but they continued to work together on events and presentations. 6

    The organization is registered with the Internal Revenue Service (IRS) under the name “Truth Outreach.” As of 2025, it had two websites: one called “Truth Action Project,” and the other called “911 Truth Action Project.” Truth Action Project was the more frequently updated of the two. 7 8 9

    Activities

    The Truth Action Project claims to be a “grassroots networking community” with chapters or “local action groups” across the country. It holds meetings and gives presentations defending the “inside job” conspiracy theory. It also has an online petition drive calling for a new investigation into the attack. Finally, it produces online videos and documentaries. 10 11

    U.S. Foreign Policy

    The Truth Action Project also protests U.S. foreign policy in general, often working with other so-called anti-war organizations. Most anti-war groups keep their distance and refuse to cooperate with them because the 9/11 “Truther” movement has been discredited. The group’s leaders are generally critical of the U.S. political process and do not participate. But Wayne Coste donated $50 to the campaign of political candidate Sander Hicks. 12 Hicks is also a 9/11 Truther who failed to qualify to run as a Democrat in New York’s 12th U.S. Congressional District. 13

    In 2016, the Truth Action Project reported $25,738 in revenue, $34,917 in expenses, and end of the year net assets of $25. That year, the organization spent $17,364 on its website and internet presence, $5,697 on its Justice in Focus event, which gathered activists from Architects and Engineers for 9/11 Truth and the Lawyers Committee for 9/11 Inquiry to discuss 9/11; and $1,997 on outreach. 14

    In 2017, Truth Action reported $34,072 in revenue, $31,829 in total expenses, and $2,338 in net assets. 15

    As of 2025, 2017 was the last year Truth Action filed a full public tax return, likely due to its low revenue. 16

    Leadership

    As of 2025, Chuck Fall was the president and a board member of the Truth Action Project. He is also the founder of Green Liberty Caucus. Fall is committed to environmentalist political activism. 17

    As of 2025, Dan Hennen was the board chair and treasurer for the Truth Action Project. According to the group’s website, as of 2025, Hennen was working as a consultant within the Minneapolis region.  Hennen has a channel on the video streaming platform Rumble as well as a radio show on which he interviews various conspiracy theorists. 18
