The Jefferson Council (TJC) is an association of alumni of the University of Virginia (UVA) that advocates for free speech, intellectual diversity, and beauty on the university’s campus. 1 2 3
TJC rejects the left-of-center principles of diversity, equity, and inclusion (DEI) and argues that the UVA administration has attempted to impose ideological conformity on students. 1 3
History and Activities
The Jefferson Council is an association of University of Virginia alumni that promotes free speech and intellectual diversity at UVA. 1 2 TJC was founded in 2020 by UVA alumni in response to a university task force’s call for a multi-billion-dollar investment to advance the left-of-center principle of equity as well as in response to a vulgar sign mounted on the door of a UVA resident. The organization hosts events for speakers who present views that TJC argues are not traditionally present on UVA’s campus. As of 2025, TJC claimed to have over 3,000 alumni, donors, students, and faculty within its membership. 4
RJC has four primary objectives. First, the organization attempts to promote civil dialogue, intellectual diversity, and the free exchange of ideas on UVA’s campus. Second, it advocates for the restoration of fiscal stewardship and academic accountability at UVA. Third, it advocates for preserving the beauty of the Lawn, a UNESCO World Heritage Site at the center of UVA’s campus. Fourth, it advocates for the reinvigoration of the Honor System, a tradition at UVA that promotes integrity but that TJC argues has been “weaponized against students who do not fit the preferred ideological narrative.” 3
TJC operates an anonymous tipline for those at UVA in order to report concerns people are experiencing on campus, particularly regarding free expression. 1
As of August 2025, recent and planned speakers hosted by TJC include Xi Van Fleet, an author who survived Mao Zedong’s Cultural Revolution in China; Virginia Lieutenant Governor Winsome Earle-Sears (R); and Yonmi Park, an author and North Korean defector. 5
In June 2025, UVA president James Ryan resigned following pressure from the Trump administration for the university’s left-of-center diversity, equity, and inclusion initiatives. The Jefferson Council praised the resignation as a “welcome step toward restoring intellectual diversity, depoliticizing the University, and commitment to equal treatment for all.” In other materials, the Jefferson Council called Ryan’s leadership “feckless” and argued that under his leadership, UVA had “the worst antisemitism outbreak” in its history and enforced political conformity under the guise of DEI. 6 1
Leadership
The president of the Jefferson Council is Joel Gardner. Gardner became president of the organization in October 2024. Gardner, a graduate of UVA, previously practiced law and was an investment banker in New York. He also sat on UVA’s Committee on Free Expression and Free Inquiry, helped found TJC, and sat on TJC’s first executive committee. 1 2
The past president of TJC was Tom Neale. Neale is the founding partner of Muray Hill Associates and was previously the Atlantic division director of private equity of BDO USA, a managing partner at Patriot Capital, a senior vice president at HSBC, a senior vice president at Wells Fargo, a senior vice president at Bank of America, and a vice president at JPMorgan Chase. 2 7
Financials
According to its 2023 tax filings, the Jefferson Council reported $543,135 in revenue, $457,207 in expenses, and $351,096 in assets. Of these expenses, the Jefferson Council spent $130,252 sponsoring speakers who promote free speech, personal freedom, viewpoint diversity, and other “Jeffersonian principles”; $136,007 on communication with UVA students; $36,653 on research and providing data to the UVA Board of Visitors on free speech and viewpoint diversity; and $1,000 to coordination with other organizations with similar goals both in Virginia and nationally. The Jefferson Council reported it received all its revenue in 2024 from gifts, grants, and contributions. 8
