The Tennessee Valley Coalition for the Homeless (TVCH), also known as the Tennessee Valley Coalition to End Homelessness, is a coalition of organizations seeking to prevent homelessness in East Tennessee. TVCH operates in 12 counties in eastern Tennessee and has initiatives to provide long-term housing for homeless individuals with mental illnesses or who are addicted to drugs, to coordinate homeless services providers, and to provide food and hygiene services to the homeless. ^{1  2  3}

Over 99 percent of TVCH’s funding comes from government grants, including from the state of Tennessee and from the U.S. Department of Housing and Urban Development (HUD). ^{1  4}

Activities

The Tennessee Valley Coalition for the Homeless is a coalition of organizations that attempts to prevent homelessness in twelve counties in East Tennessee. ^{1  4  2}

The organization uses the Continuum of Care (CoC) Program, which provides funds to put homeless people in housing, helps the homeless gain access to programs, and attempts to help the homeless live self-sufficiently. ⁵

TVCH has three strategic initiatives. Its Permanent Supportive Housing initiative provides long-term housing and services for the homeless, especially those with mental illness or who are addicted to drugs. Its Built for Zero initiative is comprised of homeless services providers within the 12 counties in which TVCH operates that are committed to ending homelessness. It also has a coordinated entry initiative, though it does not describe the activities of that initiative.  ²

TVCH also operates a mobile shower trailer that provides hygiene and food to homeless individuals as well as a support-call line for homeless individuals. ³

People

The executive director of the Tennessee Valley Coalition for the Homeless as of 2025 was Katelyn McGuire. Previously, McGuire was a board member for Appalachian OUTreach, a personal trainer at National Fitness Center, the assistant director for Purdue Athletes Life Success Program at Purdue University, a board member of PIVOT TN, a project associate at J2 Strategic Solutions, a health educator at Anthem Inc, a public health educator at the Sevier County Health Department, and a chief medical scribe at ScribeAmerica. ^{2  6}

Members

As of 2025, members of the Tennessee Valley Coalition for the Homeless included ADFAC, the City of Morristown, the City of Oak Ridge, Community Health of East Tennessee, and Douglass Chrokee Economic Authority. ²

As of 2025, members of the TVCH Continuum of Care Program included a Place to Stay, ADFAC, the City of Morristown, Clinch Powel, Family Promise of Blount County, Foothills Community Development, Haven House, Legal Aide of East Tennessee, Live Free Claiborne, Mats, Ridgeview Behavioral Health Services, the Tennessee Department of Health, and Westcare Tennessee. ⁷

Financials

According to tax filings, in 2023 the Tennessee Valley Coalition for the Homeless reported $902,029 in revenues, $763,711 in expenses, and $190,260 in assets. That year, the organization received 99.4 percent of its income ($896,753) from government grants. TVCH received $13,326 from other gifts, grants, and contributions. ¹

TVCH says that it is funded by the East Tennessee Foundation, the U.S. Department of Housing and Urban Development (HUD), the Tennessee Housing Development Agency, and Suntrust. ⁴
