The Florida Supportive Housing Coalition (FSHC) is a membership organization that advocates increased protections and support for the state’s homeless population, including those it argues are at risk of becoming homeless such as people aging out of the foster care system, the elderly, and the mentally ill. History and Activities

The Florida Supportive Housing Coalition (FSHC) is a membership organization that advocates increased protections and support for the state’s homeless population. It also advocates providing care to individuals it argues are at risk of becoming homeless, among them people aging out of the foster care system, veterans, those with HIV/AIDS, victims of domestic violence, the mentally ill, drug abusers, and those released from prison. The coalition comprises of housing developers, homeless service providers, civic organizations, and local government officials. The group also advocates increased availability of affordable housing and housing-support services within the state. 1  2  3

FSHC promotes an annual legislative platform to increase funding for homeless housing and housing support for low-income individuals. 3

FSHC is a part of the Elder Housing Initiative, a collaboration with other Florida-based organizations that promotes increasing housing options for seniors in the state. 4

In 2022, FSHC hosted a meeting with stakeholder organizations, state agencies, and the office of the governor of Florida to discuss increasing the amount of housing for special needs populations, how to increase access to funding for support services, and how to improve data usage in state agencies. 3

In 2025, FSHC hosted summits in Tampa, Fort Lauderdale, and Jacksonville to address housing needs in each region. 5

Member Organizations

Individuals and organizations can become members of the Florida Supportive Housing Coalition (FSHC) by paying dues from $150 for an individual to $1,500 for a nonprofit entity or local government entity to $5,000 for a corporation. 6

As of 2025, listed members of FSHC include the Broward Behavioral Health Coalition, the Pinellas County Housing Authority, CSH, Blue Sky Communities, FHA, the Florida Community Loan Fund, Citrus Health Network, Carrfour Supportive Housing, Ability Housing, Broward Partnership for the Homeless, Gracepoint, Boley Centers, Johnson and Johnson, Enterprise, United Healthcare, Lutheran Service of Florida, Florida Association of Managing Entities, Miami Homes for All, Disability Rights Florida, Florida Coalition to End Homelessness, National Veterans Homeless Support, and Volunteers of America.  2  7

Leadership

The executive director of the Florida Supportive Housing Coalition is Diana Ferguson. Ferguson is an attorney and registered lobbyist at Rutledge Ecenia, P.A. Previously, she was a legislative staff attorney for the Florida Association of Counties, an enforcement attorney for the Florida Department of Environmental Protection, an attorney of technical assistance and dispute resolution for the Florida Department of Revenue, and a litigation attorney for the Texas Commission on Environmental Quality. 8  9

The assistant executive director of FSHC is Caleb Egnet. Egnet is a legislative affairs coordinator at Rutledge Ecenia. 8

The president of the board of directors of FSHC is Sandra Newsom, who works for Carrfour Supportive Housing. 8
