The Firearms Policy Coalition (FPC) is a membership-based advocacy organization that aims to protect constitutional rights, individual liberty, and economic freedom, with a focus on the Second Amendment right to keep and bear arms. Along with this, FPC also focuses on issues like freedom of speech, privacy, and limited government. 1
The Firearms Policy Coalition participates in legal actions that aim to eliminate laws that infringe Second Amendment rights. 2
Activities
The Firearms Policy Coalition aims to defend the Constitution and protect constitutional rights granted to Americans through grassroots activism, legal action, education, and outreach. FPC intends to maximize individuals’ rights to life, liberty, and property ownership, especially as it relates to the right to keep and bear arms. Firearms Policy Coalition works to eliminate bans on firearms and ammunition, including semi-automatic firearms and high-capacity magazines; prohibitions on the personal manufacturing of firearms; and prohibitions on carrying firearms in non-sensitive public places. 3
The Firearms Policy Coalition claims that the right to keep and bear arms is part of a person’s natural rights, along with the rights to self-defense, free speech, privacy, due process, private property, and equal protection. FPC’s legal action initiative, FPC Law, aims to restore Second Amendment rights by eliminating unconstitutional laws. FPC is also involved with other pro-Second Amendment initiatives and provides resources for reporting possible civil rights violations. 4
The Firearms Policy Coalition is currently participating in more than 50 lawsuits. FPL is challenging bans on so-called “assault weapons” in Delaware, New York, New Jersey, Maryland, Cook County, Illinois, Washington, California, and the District of Columbia and challenging bans on so-called “large capacity” magazines in Delaware, Washington, Oregon, and California. The Second Amendment Foundation is a co-plaintiff in many of these cases. Additionally, the Firearms Policy Coalition is challenging public carry bans in New York, New Jersey, Maryland, Illinois, New Mexico, and California along with federal laws prohibiting firearm possession at post offices. Other FPC-backed cases challenge bans on adults under 21 purchasing and carrying firearms and firearm self-manufacturing. 5
Funding
The Firearms Policy Coalition is funded by donations from individuals, foundations, and businesses. While FPC does not disclose its donors, a press release confirms that Henry Repeating Arms donated $25,000 to FPC in 2023. 6
Leadership
Brandon Combs is the CEO, president, and chair of the board of the Firearms Policy Coalition. Combs is a former president of the California Association of Federal Firearms Licensees, and a former executive director of the Calguns Foundation. 7
Alan Normandy is the executive vice president and vice chair of the board of FPC and the CEO of Battle Comp Enterprises. Normandy is a former lieutenant with the South San Francisco Police Department. 8
Kyle Kennington is the director of operations and the secretary and treasurer of the board of FPC. 9
