Community Action Program Legal Services, Inc. (CAPLAW) is a tax-exempt nonprofit organization that provides legal and compliance support to Community Action Agencies (CAAs), which are federally funded anti-poverty nonprofits operating across the United States. 1 2 CAPLAW, established in 1989, emerged in response to the complex legal requirements created by the Community Services Block Grant (CSBG) program, which consolidated earlier anti-poverty programs under federal oversight in 1981. 3 4

The organization supports federal programs aligned with a left-of-center policy agenda such as Head Start, the Low Income Home Energy Assistance Program (LIHEAP), and CSBG, and plays an indirect role in shaping public policy by advising CAAs on how to implement equity-based and compliance-heavy mandates. 1 5 4

Background

CAPLAW is a national 501(c)(3) nonprofit governed by a board of directors composed of current and former executives from Community Action Agencies and serves as the national legal expert within the broader Community Action Network (CAN). 1 6

CAPLAW collaborates closely with national partners such as the National Community Action Partnership (NCAP) and the National Community Action Foundation (NCAF), the National Association for State Community Services Programs (NASCSP), and other state associations. 6 7 CAPLAW provides legal guidance, training, and resources to help CAAs comply with CSBG Organizational Standards, including board governance support and the federal mandates on board structure. 8 9

Second Trump Administration

In January 2025, CAPLAW published a legal memo noting new Trump administration executive orders that revoked federal support for diversity, equity, and inclusion (DEI) mandates, gender identity policies, and grants serving illegal aliens. The document highlighted rollbacks of Biden-era directives on climate, equity, and affirmative action, warning grantees of legal and financial risks tied to noncompliance. 10

Financials

In fiscal year 2024, CAPLAW reported total revenue of $1,457,559 and total expenses of $1,251,447, resulting in a net income of $206,112. The organization reported total assets of $4,133,050 and liabilities of $276,293, with net assets totaling $3,856,757. The majority of CAPLAW’s revenue came from program services, which accounted for $892,317, or 61.2 percent of total revenue. The organization also received $400,000 in government grants, or 27.4 percent of total revenue. 11 Salaries and wages totaled $359,884, representing their largest single expenditure category. 12

Leadership

As of 2025, CAPLAW was led by executive director and general counsel R. Allison Ma’luf, who provided legal guidance to Community Action Agencies nationwide. 13 The organization is governed by a board of directors composed of CAA executives from across the country. 14

As of 2025, Arlene Dobison was serving as the president of CAPLAW’s board of directors. 15 In addition to her role at CAPLAW, Dobison was at the time the chief executive officer of the Agricultural and Labor Program, Inc. (ALPI) in Winter Haven, Florida. 16
