ACTS Community Development Corporation (operating as “Acts Housing”) is a nonprofit organization that encourages and facilitates the home buying process in an effort create diverse neighborhoods and homeownership. Acts Housing focuses on rehabilitating foreclosed properties and supports families in Milwaukee and Beloit, Wisconsin. 1

Activities

In an effort to help individuals become homeowners, Acts Housing provides federal Department of Housing and Urban Development-approved homebuyer counseling, acts as a real estate brokerage, and assists with planning and executing home rehabilitations. Acts Housing is especially focused on reclaiming vacant, foreclosed properties, claiming that rehabilitations are less costly than demolitions. Acts Housing’s partner organization, Acts Lending, provides mortgage loans for rehabilitations. 2

Acts Housing has assisted over 3,500 families in becoming homeowners since 1995. In a 2023 study commissioned by Acts Housing, it was discovered that families who participated in its home buying program had lower rates of foreclosure, higher rates of long-term stability, more affordability, and higher levels of owner-occupancy. 3

Funding

Acts Housing is funded by donations from individuals, foundations, and businesses. While Acts Housing does not disclose its donors, tax filings confirm donations from the Joseph and Vera Zilber Charitable Foundation ($850,000 in 2021), 4  the Beloit 2020 Corporation ($480,801 in 2018), 5 and the Hendricks Family Foundation ($193,000 in 2021). 6

People

Michael Gosman is the president and CEO of Acts Housing. Gosman formerly sat on the board of Hillel Milwaukee, is a former attorney for Whyte Hirschboeck Dudek S.C., and is a former president of the board of the John Whittenberger Society. 7

Heather Ramirez is the chair of the board of Acts Housing and an adjunct professor at Marquette University Law School. Ramirez is a volunteer attorney for Legal Action of Wisconsin and a former executive director of Centro Legal. 8

Anthony Franda is the treasurer of Acts Housing and co-chair of its finance committee. Franda is the CFO of Burke Properties. 9

John Beagle is the chair of Acts’ expansion steering committee and the CEO and managing director at Grace Matthews, a specialist investment bank. Beagle is a member of the American Chemical Society, the Water Council, and the Society of Chemical Manufacturers and Affiliates. 10

Rae Johnson is the chair of Acts’ engagement committee and a marketing content writer at Esri. Johnson formerly worked as a communications manager for Milwaukee County Office of Equity. 11

Doug Levy is the chair of Acts’ lending committee. Levy formerly worked as a president of Guaranty Bank and as a loan officer at Wells Fargo. 12

Anthony McHenry is the chair of Acts’ African American task force and the CEO of the Milwaukee Academy of Science. McHenry formerly worked as an executive director of the Silver Spring Neighborhood Center and as a program coordinator for the Neighborhood Intervention Program. 13

Tim Mattke is the CEO of MGIC, a private mortgage insurance provider. Mattke is a former manager at PricewaterhouseCoopers. 14

Marc Perry is the executive director of Community Action, Inc. 15

Joe Schlidt is the director of client special services at Godfrey & Kahn, S.C. Schlidt sits on the advisory board of SecureFutures and Make a Difference Wisconsin. 16

Allison Steinhafel is the vice president of Hammes Partners, a healthcare real estate investment management firm. 17

John Syburg is a co-chair of Acts’ finance committee and a managing director at Blackthorne Partners, a private investment firm. Syburg sits on the board of Young Life. 18

Oscar Tovar is the chair of Acts’ development committee and the assistant manager to the Mayor of Milwaukee. Tovar is a former chair of the Hispanic Professionals of Greater Milwaukee. 19

Michael Zimmerman retired as a senior vice president at MGIC and is a former mortgage banker at HSBC. 20
