According to a June 2026 article by City Journal, starting in 2014 legislation signed by then-California Governor Jerry Brown (D) would require the California Public Utilities Commission (CPUC) to place a focus on “LGBT-owned businesses” for “Supplier-Diversity” contract benefits offered by the CPUC. By 2019, Gov. Gavin Newsom (D) signed legislation expanding the focus to allegedly “encourage” other state energy companies to award contracts to firms with LGBT-oriented leadership. The story further alleges that by 2022, the CPUC established a ruling that state utility companies with over $25 million in revenue to buy from LGBT-focused firms, while further claiming it would mean over $633 million would be paid to “LGBT-owned firms” by 2024. Requests are certified by the firm Supplier Clearinghouse through listing qualifications such as a letter from leadership “attesting to their sexual preferences,” “proof that a newspaper identified them as “LGBT,”” and “three letters from “personal contacts” written “on company letterhead” attesting to their homosexual orientation.” 2
