Judith Kaye Training and Consulting (JKTC) is a consulting firm that provides diversity, equity, and inclusion (DEI) training services. 1 Its work is based on the maxim that “everyone holds bias and stereotypes due to brain wiring, cultural conditioning, and personal experience,” and that there are “historically ingrained inequities in our society and institutions based on race, sex, and other dimensions of diversity, which persist even in the absence of individual malice.” 2
Leadership
Judith Kaye Training and Consulting is based in Providence, Rhode Island. It is led by Judith “Judy” Kaye, a Harvard Law-educated attorney who was previously the diversity/EEO coordinator for Lifespan, a health care system that is Rhode Island’s largest employer. 3
Kaye received some of her DEI training through programs operated by the Anti-Defamation League. 4
Practice Areas
Judith Kaye Training and Consulting works frequently with police departments and fire departments to assist them in recruiting racial minority applicants, according to Kaye. 5
In 2013, Kaye told the Providence Business News, “One of the growing areas in the diversity field today is gender variance […] We are seeing more and more people who identify as transgender or gender nonconforming or who are transitioning from one gender to another.” 5
Opposition to SAVE Act
In August 2025, Judith Kye Training and Consulting co-signed a letter opposing the proposed federal Safeguard American Voter Eligibility (SAVE) Act. 6 The law would amend the National Voter Registration Act to mandate that states require prospective voters to provide proof of citizenship when registering to vote, and take steps to identify potentially ineligible voters currently on their rolls. 7
Other signatories to the letter included the ACLU of Rhode Island, Better Elections Rhode Island, Clean Water Action Rhode Island, Common Cause Rhode Island, the League of Women Voters of Rhode Island, Rhode Island AFL-CIO, SEIU 1199NE, the Rhode Island Poor People’s Campaign, Rhode Island Working Families Power, and a number of other left-of-center advocacy organizations. 6
The letter was created by the Rhode Island Voting Access Coalition (RIVAC), which is an initiative of the left-of-center lobbying and advocacy group Common Cause Rhode Island. 6 RIVAC supports loosening election security practices in Rhode Island and advocates for a state constitutional amendment to allow voters to register on Election Day. 8
