History
Civix is a for-profit company founded in 2020 upon the merger of GCR, MB3 Inc, and other subsidiaries. GCR was initially founded in 1979. It later acquired several corporate entities including Quest Information Systems and PCC Technology Inc. between 2015 to 2016. The purpose of both acquisitions was allegedly to expand work into electoral and campaign finance management. Between 2018 and 2019, GCR acquired MB3 Inc. and eGrantsPlus, both of which provided grant management software. By 2020, the merger of these organizations resulted in the creation of a new for-profit entity Civix. 2
Civix has offices within Indianapolis, Indiana; New Orleans, Louisiana; Orlando, Florida; and Ottawa, Canada. Its corporate headquarters is also located in Metairie, Louisiana outside of New Orleans. As of January 2025, the company claimed to have 400 employees. 4 2
Services
According to its website, Civix provides six primary services: business services, community planning, election management, ethics administration, grant management, and right of way management. 1
As part of its business services, Civix claims to assist individuals and corporate entities register trademarks, register businesses, manage transactions, register charities, and access notary services. Civix further claims that its own election management systems are automated while integrating third-party election systems. It alleges that as of January 2025, its software has been used in seven presidential elections, including managing 50 million votes in the 2020 general election and the November 2024 presidential election being its most recent usage. 5 6
According to its community planning page, Civix provides disaster recovery planning services as well as housing development planning and data analytics. 7
Civix argues on its website that electoral systems management is the organization’s “passion” project. The company claims to provide services such as polling station setup management, vote reporting software, voter information systems, and electronic result reporting services. 8
In the area of ethics administration, Civix alleges it provides campaign finance reporting services for its users. In addition, similar services provided include support for lobbyist registration and reporting as well as producing public disclosures for clients. As of January 2025, Civix claims to have helped clients manage a total of $100 million in campaign contributions. 9 10
Civix claims to provide grant management services for emergency agencies while offering program manager services for the purpose of managing the disbursement of grants funds as well as providing funding sources. Aside from emergency management agencies, the company’s website argues that it provides grant management to housing services, long-term recovery programs, regulatory compliance offices, and technical advisory systems. The organization claims to have managed $200 billion in grants as of January 2025. 11 10
In right of way management, Civix provides land asset tracker for clients in order to electronically catalogue land records. In addition, the website alleges that the company provides project planning on land management as well as aid for the purpose of acquiring right of way for both residential and commercial properties. 12
Activities
Iowa Election Administration
In 2024, Civix signed a five-year, $4.8 million contract with the state of Iowa for the purpose of managing the state’s voter list and election system. Prior to this, the Iowa Secretary of State’s office had signed an agreement with the Electronic Registration Information Center (ERIC) to manage the state’s voter registration rolls until the state withdrew from ERIC in March 2023. According to the new agreement, as of 2024, Civix was contracted to manage the state’s voter registration database while replacing the state’s I-Voters system. Civix’s deal with Iowa came after the company hired former Iowa deputy secretary of state Christy Wilson in October 2021. 3 13
Leadership
The chief executive officer (CEO) of Civix is Philip Braithwaite as of January 2025. Braithwaite lives in Austin, Texas, and became CEO in December 2023. Prior to this, Braithwaite worked as CEO of Teachers of Tomorrow, sat on the Board of Advisors for Charity Dynamics, and was a board member of Resilienci. Braithwaite also sits on the board of Hart InterCivic and Edvance as of January 2025. 14
