The CEO Services Bureau is a consulting practice established in 2001 in Jacksonville, Florida, to provide coaching for CEOs. 5 6 Billie Tucker (now Billie Tucker Volpe) founded the CEO Services Bureau in 2001. 7 She has also been active in conservative politics and the Tea Party movement. 8

The bureau describes itself as a strategic planning, executive coaching, and marketing strategy firm and holds meetings and retreats for CEOs. 9 10

It has a bureau of experts to advise CEOs, including chief operating officers, chief financial officers, human resource executives, and information technology officers. 11 The firm also has a speaker’s bureau with a network of CEOs to use storytelling to promote wisdom on running companies. 12

In setting up leadership roundtable events, the firm sets up small groups of 20-30 non-competing CEOs to discuss success in a confidential setting. 13

Political Matters

The bureau says it keeps CEOs apprised of political regulations and policies that could impact their companies. The organization asserts America is special for a commitment to life, liberty, and the pursuit of happiness. It says it keeps an eye on the political impact of businesses and shares the information with members. 14

In 2010, Concerned Taxpayers of Duval County criticized Tucker as “hypocritical” because the CEO Service Bureau was paid $90,000 for coaching with the municipal government public utility Jacksonville Electric Authority. Tucker said there was no conflict with her activism, noting that JEA regularly hires employees and contractors and that she provided a good deal for her service. 15

Founder

Billie Tucker Volpe is the founder of the CEO Service Bureau. She is a CEO coach, a political activist and political consultant, author, and speaker. 16 She has made media appearances on Fox News and CNN. 17 She was previously the chief operating officer for Vistage Florida, a think tank for CEOs. 18

Tucker also founded the First Coast Tea Party in Jacksonville, Florida, which drew about 5,000 people to its first rally in April 2009. 19 With more than 9,000 members, the First Coast Tea Party was one of the largest in the United States, according to Volpe. 20

She said she wasn’t previously interested in politics, but became angry about government corporate bailouts in 2008. 21 She said small business CEOs she coached struggled to stay afloat during a recession but were forced to pay their tax dollars to bailout giant banks that the government deemed “too big to fail.” 22

She was the first speaker at the inaugural event of the House Tea Party Caucus. 23

Tucker also founded Eye on Jacksonville, a website platform designed to keep an eye on local government and encourage transparency among local public officials. 24
