ALL IN Campus Democracy Challenge (ALL IN) is an initiative of Civic Nation to encourage college and university students to participate in elections through a national voting competition. ALL IN provides resources and training on writing a get-out-the-vote plan and taking action to increase voting rates on campuses. ALL IN holds a biennial awards ceremony for all campuses and presents awards for campus highest voting percentages, most improved campuses, and individuals who were standouts in promoting voter turnout.

History

ALL IN Campus Democracy Challenge was established in 2016 as an non-partisan initiative of Civic Nation to encourage college and university students to participate in elections. 1 ALL IN Campus Democracy Challenge began working with the behavioral design lab ideas42 to develop a concept to incentivize and recognize colleges to increase student voter participation. 2

The ALL IN Campus Democracy Challenge has participants in at least 965 colleges and universities in all 50 states and the District of Columbia, representing over 9 million students. 3 ALL IN participants include 222 community colleges, 54 historically black colleges and universities, 170 Hispanic-serving institutions, and 60 Asian-American serving institutions. 4

ALL IN Challenge

During its initial launch in the summer of 2016, 73 colleges signed up to take the ALL IN Challenge. 5 By that fall more than 200 institutions registered. 6 Campuses participating must register to take the Challenge and create a campus-wide committee of faculty, students, and staff to devise and implement an action plan to coordinate efforts to increase voter participation on campus. 7

Participating campuses also join the National Study of Learning, Voting, and Engagement (NSLVE) at Tufts University. 8 NSLVE has data from 2012 on campus voter registration and turnout rates in national elections. 9 Once the college receives its NSLVE report, it shares the report with the ALL IN Challenge to be considered for recognition. 10

ALL IN Campus Democracy Challenge provides participants with sample action plans and a webinar series that describe how to register, recruit poll workers, find voting locations and sample ballots; describes ways to encourage others to vote; and include a pledge to vote. 11 ALL IN Democracy Challenge runs a sister website, ALL IN To Vote, providing a site for the information from the webinar series on voter registration, polling locations, planning, and pledging to vote. 12

Awards

To receive awards, campus working groups develop an action plan for civic engagement and voter participation and share it along with updated NSLVE voting numbers post-election. 13 Campuses that achieve more than 50 percent voting rates earn seals and exemplary efforts on campuses receive awards at a biennial national ceremony. 14

Each campus that achieves voting rates of at least 50 percent receives corresponding seals for achieving voting rates of more than 50, 60, 70, 80, and 90 percent respectively. 15 During mid-term elections, seals are awarded at levels beginning at 20 percent. 16 Campuses can also achieve best in class awards for having the highest rates nationally and most improved voting participation rate. 17 Campuses are broken into two-year institutions, four-year private institutions, and four-year public colleges. 18 Each designation is then divided between small, medium, and large campuses. 19

Awards are provided to individuals on campuses for standout student, standout administrator, standout faculty member, standout president, standout collegiate athletic coach, standout partner organization, and standout local election official. 20

ALL IN Campus Democracy Challenge has partnered with Rock the Vote, Campus Compact, American Democracy Project, and NASPA–Student Affairs Professionals in Higher Education. 21 For the awards ceremony, sponsors have included the Ronald Reagan Institute, Pay Our Interns, Princeton Vote 100, David and Andrea Meyers, and Students Learn Students Vote. 22

Leadership

Jennifer Domagal-Goldman has been executive director at ALL IN Campus Democracy Challenge since June 2019. 23 In 2018 and 2019 Domagal-Goldman worked as associate director and managing director at ALL IN. 24 From 2011 until 2018, Domagal-Goldman worked as national manager at the American Democracy Project at the American Association of State Colleges and Universities. 25 Previously, for five years she worked as a research assistant at Rankin and Associates Consulting. 26 Domagal-Goldman has a Ph.D. in higher education from Penn State University, a master’s in education from University of Vermont, and a bachelor’s degree from University of Rochester. 27
