Rachel Chiu

Career

Before joining the Biden White House, Chiu worked as deputy director for get-out-the-vote operations on Joe Biden’s 2020 presidential campaign, as a senior associate for the office of public engagement at the 2020 Democratic National Convention Committee, and as a member of the Biden–Harris Transition Team’s Senate confirmations team. In 2019, she worked as a special assistant to the campaign manager on then-U.S. Sen. Kamala Harris‘s (D-CA) presidential primary campaign. ¹

From January 2021 to July 2023, Chiu served as chief of staff of the White House Office of Political Strategy and Outreach; she was then promoted to Special Assistant to the President and Chief of Staff, serving in that role until April 2024. ³ The office manages the president’s relationships with elected officials, political stakeholders, and party supporters. Following her White House departure, Chiu worked as a Political Trips Advisor on the 2024 Harris for President campaign and in a media logistics role at the 2024 Democratic National Convention Committee. As of June 2025, Chiu worked in a government relations role for the LA28 Olympic and Paralympic Games. ¹

White House Visitor Logs and Open Society Foundations

In January 2023, Fox News reported that former U.S. Rep. Tom Perriello (D-VA), at the time executive director of U.S. programs at the Open Society Foundations and a board member of Governing for Impact (GFI), appeared in White House visitor logs 13 times across eight separate days between May 2021 and September 2022. White House visitor logs do not specify with which official a visitor met; they record the names of personnel who booked or greeted visitors upon arrival. ^{4  5}

Chiu’s name appeared in the logs in connection with several of Perriello’s visits, alongside those of Jordan Finkelstein, chief of staff to senior Biden adviser Anita Dunn; Richard Figueroa, a White House Race and Ethnicity Policy Adviser; and Yohannes Abraham, then a senior National Security Council official. Neither OSF nor the White House responded to Fox News Digital’s inquiries about the nature of the meetings. ⁴

Governing for Impact (GFI) was a fiscally sponsored project of the New Venture Fund and the Sixteen Thirty Fund, left-of-center pass-through nonprofits associated with Arabella Advisors. The Foundation to Promote Open Society had funneled nearly $10 million to GFI since 2019, and the Open Society Policy Center sent an additional $7.45 million to GFI’s affiliated action fund during that period. ⁶ Internal GFI documents reported by Fox News claimed the organization had produced more than 60 regulatory recommendations for federal agencies and that more than 20 had been implemented by the Biden administration. ⁴
