Maurice Turner is a member of the advisory board of the left-of-center election administration group Center for Tech and Civic Life (CTCL). Until November 2022, Turner was a public policy manager at social media company Meta, parent company of Facebook. 1 In his role, he developed “community standards” relative to election-related policies, civic issues, and political advertising 2 that are enforced on Facebook by a global pool of content moderators. 3

Previously, Turner held positions with the Alliance for Securing Democracy (ASD), 4 a project of the left-of-center German Marshall Fund of the United States, 2 left-of-center Center for Democracy and Technology, 4 New America, 5 and  the United States Election Assistance Commission. 4

Career

Maurice Turner is a member of the advisory committee of the left-of-center election advocacy group  Center for Tech and Civic Life (CTCL). 4

Until November 2022, 1 Turner was also a public policy manager at social media company Meta, parent company of Facebook. In his role, Turner supported the development of “community standards” relative to election-related policies, civic issues, and political advertising 2 that are then enforced on Facebook by an international pool of content moderators. 3

Turner supports the concept of remote digital voting 6 and has called content moderation at scale on Twitter prior to its acquisition by Elon Musk a “feature, not a bug.” 7 He supports changing the names of concepts such as  “whitelist” and “blacklist” to make technology more “inclusive” 8  and supported the nomination and confirmation of U.S. Supreme Court Associate Justice Ketanji Brown Jackson. 9 Turner has also re-tweeted content on Twitter by the United Nations Human Rights Council that labeled disinformation a “human rights issue.” 10

Prior to joining CTCL and Meta, Turner held various cybersecurity and election-related positions. From April 2021 until December 2021, Turner was a cybersecurity fellow at the Alliance for Securing Democracy (ASD), 4 a project of the left-of-center German Marshall Fund of the United States. His work there focused on the intersection of cyber policy and democracy. 2

From March 2020 until November 2020, Turner was a senior advisor to the executive director of the United States Election Assistance Commission, where he worked on issues including cybersecurity and COVID-19 response guidelines. Turner worked for the center-left Center for Democracy and Technology (CDT) where he was the deputy director of the Internet Architecture Project, overseeing CDT’s Election Security and Privacy Project. 4

Turner was a cybersecurity policy fellow for left-of-center New America from September 2017 until August 2018, a Congressional Innovation Fellow with the New America-sponsored TechCongress from 2017 until 2018, and a Congressional Innovation Fellow assigned to the U.S. Senate Homeland Security and Governmental Affairs Committee from February 2017 to December 2017. 5

Turner has also held various jobs in the local governments of Washington, D.C., and Newport Beach, California. He was a fellow with the Coro Foundation from 2001 until 2002. 2

Maurice Turner holds a bachelor’s degree in political science from California State University, Fullerton, and a master’s degree in public administration from the University of Southern California. He also holds a certificate in cybersecurity strategy from Georgetown University. 4 Turner lives in Washington, D.C. 2
