Cylvia Hayes is an environmentalist consultant and fiancee of former Oregon Governor John Kitzhaber (D-OR). Hayes agreed to a $44,000 settlement with the Oregon Ethics Commission to settle alleged ethics violations arising from an influence-peddling scandal that led to Kitzhaber’s resignation in 2015.¹
