Charity Association of Solidarity with the Palestinian People

The Charity Association of Solidarity with the Palestinian People (“Associazione Benefica Di Solidarieta Con Il Popolo Palestinese” in Italian or ABSPP 1) is a group created by alleged Italy-based Hamas member Mohammad Hannoun. 2 The U.S. Department of the Treasury sanctioned Hannoun in 2024 for “having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services in support of, Hamas” and described ABSPP as a “sham charity.” 2 The Treasury Department further added ABSPP to its “Specially Designated Nationals” sanctions list. 3

    Background

    Charity Association of Solidarity with the Palestinian People (“Associazione Benefica Di Solidarieta Con Il Popolo Palestinese” in Italian or ABSPP 1) was created by alleged Italy-based Hamas member Mohammad Hannoun. 2 This organization, characterized by the U.S. Department of the Treasury as a “sham charity,” claimed to fundraise for humanitarian causes, but allegedly had been used by Hannoun to send donations to Hamas-managed groups since 2018. 2

    As of 2024, the group had allegedly sent at least $4 million to Hamas and Hamas-affiliated organizations. In 2024, the U.S. Department of the Treasury sanctioned Hannoun for “having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services in support of, Hamas.” 2 The Treasury Department further added ABSPP to its “Specially Designated Nationals” sanctions list. 3

    In January 2025, ABSPP launched a “twinning” between Italian and Gazan families, involving a monthly commitment by Italian families of €200 for six months. 4

    Leadership

    ABSPP was created by alleged Italy-based Hamas member Mohammad Hannoun, 2 who is also president of the Association of Palestinians in Italy. 5 He was sanctioned by the U.S. Department of the Treasury on October 7, 2024. 2

    In 2022, Hannoun was reportedly under investigation in connection to terrorism and “subversion of the democratic order.” 6 He reportedly met with late Hamas leader Ismail Haniyeh. 6 In December 2025, Hannoun was arrested, with Italian prosecutors alleging he was “head of the Italian cell of the Hamas organization.” 7
