No Cold War is a left-of-center anti-war advocacy group based in the United States and the United Kingdom. Funding for the group has been traced to Neville Roy Singham, a radical-left millionaire. It has been described as a “loose collective run mostly by American and British activists” who argue that Western leaders’ rhetoric concerning China has “distracted from issues like climate change and racial injustice.” The group often defends and pushes Chinese Communist Party (CCP) talking points. 1 2

According to a 2023 New York Times report, Chinese state-media accounts retweeted figures and groups in Singham’s network including No Cold War more than 120 times between February 2020 and August 2023. 2

Background

No Cold War is a left-of-center anti-war advocacy group based in the United States and the United Kingdom. It has been described as a “loose collective run mostly by American and British activists” who argue that Western leaders’ rhetoric concerning China has “distracted from issues like climate change and racial injustice.” The group often defends the Chinese state and pushes Chinese Communist Party (CCP) talking points. 1 2

Its self-described mission is to organize activism “worldwide against the US-led New Cold War.” 3

Activities

In July 2020, No Cold War released a statement condemning what it called a new “Cold War” against China led by the United States. It described such efforts as “threat[s] to world peace” and as obstacles to addressing other issues such as “climate change, control of pandemics, racist discrimination and economic development.” The statement also condemned the US’s withdrawal from the Intermediate-Range Nuclear Forces agreement, the Paris Climate Accords, and its “increasing disengagement from UN bodies.” It was signed by various left-of-center organizations including ANSWER Coalition, Black Alliance for Peace, Campaign for Nuclear Disarmament, Canadian Foreign Policy Institute, Coalition Against US Foreign Military Bases Coalition, CODEPINK, Geopolitical Economy Research Group, Pivot to Peace, Society for Socialist Studies, Stop the War Coalition (UK), and the US Peace Council. Initial signatories included UK Labour Party Member of Parliament Diane Abbott, former Foreign Minister and Defense Minister of Brazil Celso Amorim, US activist, CODEPINK co-founder Medea Benjamin, former Green Party presidential ticket members Jill Stein and Ajamu Baraka, Greek economist and former Finance Minister Yanis Varoufakis, and Chinese academic Zhang Weiwei. 1 4

In November 2021, a fight erupted in London’s Chinatown neighborhood between men affiliated with No Cold War and Hong Kong democracy movement activists. This led to a New York Times investigation into its funding background, which led to it uncovering that No Cold War had received funding from millionaire activist Neville Roy Singham. 2

Funding

Millionaire and activist Neville Roy Singham has been identified as the main funder and coordinator of No Cold War and its adjacent network of groups. Singham, founder of Chicago-based software consultancy Thoughtworks, has been accused of working “closely with the Chinese government media machine” and “financing its propaganda worldwide.” The nonprofits behind the funding of No Cold War, including United Community Fund, Justice and Education Fund, and People’s Support Foundation, were estimated to hold at least $275 million in assets as of 2023. 2

One named intermediary group, which passes funding and resources between Singham’s funds and other activist groups, is the Tricontinental Institute managed by activist Vijay Prashad. 2

Financials

No Cold War is not registered as an independent tax-exempt entity, and thus has no publicly available funding records. However, reporters have linked it through various registration records and shared organizers to Neville Roy Singham’s nonprofit funding network. 2
