LIUNA Training and Education Fund is the training center of the Laborers’ International Union of North America (LIUNA), a construction industry labor union and a member the American Federation of Labor-Congress of Industrial Organizations (AFL-CIO). 1

LIUNA Training provides independent accreditation to LIUNA union members through its network of over 70 training centers throughout the U.S. and Canada. LIUNA Training provides skill development training in the construction industry, through educational programs that it develops, with its own certified instructors. Members who complete programs with LINUA Training go on to apprentice and work for LIUNA partners. 2

LIUNA Training receives substantial funding from membership dues, claiming over $7.3 million in 2018. 3 LIUNA Training is also the recipient of grants from the National Institute of Environmental Health Sciences (NIEHS), a division of the National Institutes of Health. These grants have gone to support LIUNA Training’s Hazardous Waste Worker Training Program (HWWTP) and its HAZMAT Disaster Preparedness Training Program (HDPTP) and to establish an Ebola/Infectious Disease (EID) program. 4

Activities

LIUNA Training has over 70 affiliated training centers across the U.S. and Canada where it provides independent accreditation to LIUNA members through its education programs. LIUNA Training offers skill development training in the construction industry, including utilities, masonry, demolition, and environmental remediation, along with safety and supervisory programs. LIUNA Training creates its own curriculum and certifies its own instructors. LIUNA’s partners hire its trained workers for apprenticeships and employment. 5

Board of Directors

Terence O’Sullivan is the co-chair of the board, the general president of the Laborers’ International Union of North America (LIUNA), and chair of the board of the LIUNA Charitable Foundation. O’Sullivan serves on numerous other union boards, including the governing board of presidents of North America’s Building Trades Unions (NABTU); the executive council and executive committee of the AFL-CIO; the Union Labor Life Insurance Company (ULLICO), where he formerly served as chair, CEO, and president; American Income Life Insurance Company; the National Heavy and Highway Coalition; the National Infrastructure Alliance (NIA); the Management Committee of Americans for Transportation Mobility (ATM); America’s Agenda: Health Care for All; and the Union Sportsmen’s Alliance. O’Sullivan has also served in many positions at LIUNA, including vice president; mid-Atlantic regional manager; assistant director of the LIUNA Construction, Maintenance, and Service Trades Department; and administrator of the LIUNA Tri-Funds. 6

Union Trustees

Armand Sabitoni is the general secretary-treasurer of LIUNA, the New England regional manager, and the assistant to the general president. Sabitoni serves as the chair of several LIUNA-related boards, including the Laborers’ Health and Safety Fund of North America (LHSFNA), the Laborers-Employers Cooperation and Education Trust Fund (LECET), the LIUNA Health and Welfare Fund, and the Service Contract Education of Training Trust Fund (SCETT). Sabitoni is also treasurer of the Laborers’ Political League, the union’s political action committee. 7

John Penn is the regional manager and vice president of the LIUNA Midwest office. Penn is a member of the Illinois Department of Transportation Highway Safety Committee, serves as chair of the McLean County Democratic Party, and is a former member of the Illinois Health Facilities Planning Board. 8

Terrence Healy is the Regional Manager of the LIUNA Great Lakes office and serves as vice president of the general executive board of LIUNA. Healy is the vice president of the Illinois State AFL-CIO, serves as a trustee for LIUNA’s Pension, Health & Safety and Training & Education Funds, and formerly served as the chair of the State of Illinois Procurement Policy board. 9

Raymond Pocino is the vice president of LIUNA’s Eastern region and serves on the general executive board of LIUNA. 10

Joseph Mancinelli is the regional manager and vice president of the LIUNA Central and Eastern Canada office and serves on the general executive board of LIUNA. Mancinelli serves as the chair of the Labourers’ Pension Fund and the Central and Eastern Canada Organizing Fund (CECOF). 11

Rocco Davis is a former field representative for the Center for Contract Compliance (CCC), a former regional coordinator for the National Heavy-Highway Committee, and a former LIUNA Tri-Fund field coordinator. Davis serves as chair of the Pacific Southwest Regional Organizing Coalition, the National Alliance for Fair Contracting, and the International Accreditation Service (IAS). 12

Dennis Martire is the vice president and regional manager of the LIUNA Mid-Atlantic office and serves on the general executive board of LIUNA. 13

The Board of Management Trustees includes Bill Koponen, David Rampone, Fred Valentine, Joseph Koppers, and Thomas Dapp. 14

Funding

LIUNA Training receives grants from the National Institute of Environmental Health Sciences (NIEHS) to support its Hazardous Waste Worker Training Program (HWWTP) and its HAZMAT Disaster Preparedness Training Program (HDPTP). Additionally, NIEHS made grants to LIUNA Training to establish an Ebola/Infectious Disease (EID) program, for training emergency response, demolition, construction, and environmental remediation workers. NIEHS intends to use the LINUA network of facilities for training government workers including National Guard personnel, janitorial staff in government buildings and airports, sanitation workers, and environmental services workers at hospitals. 15

In 2018, LIUNA Training reported income of over $7.3 million in income from membership dues. 16
