International League of Peoples’ Struggle (ILPS)

The International League of Peoples’ Struggle (ILPS) is an international network of organizations and movements that advocate National Democracy, a communist ideology that combines aspects of Marxism, Leninism, and Maoism. ILPS claims imperialism exists through economic and political advantages, and it opposes free market economics while supporting the expansion and strengthening of unions. It opposes traditional forms of government and pushes for an expansion of collectivism and communist ideologies. 1 2

History

The International League of Peoples’ Struggle (ILPS) was founded in 2001 by Jose Maria Canlas Sison, the founder and head of the Communist Party of the Philippines. In 2001, the ILPS held its first meeting in the Netherlands. The meeting was attended by interest groups and politicians from over 40 countries including England, France, Germany, Canada, and the United States. The US Chapter of ILPS was founded in May 2012, launching with a protest against the NATO meeting in Chicago that year. ILPS also works through organizing campaigns such as Resist NATO, Cancel RIMPAC, and No to APEC. 3 4

Campaigns

Defend Peoples’ Struggles

Defends Peoples’ Struggles is the International League of Peoples’ Struggle’s (ILPS’) pro-Palestinian campaign supporting Gaza during the Israel-Hamas conflict following the Hamas terrorist attack against the State of Israel on October 7, 2023. It claims that Israel was the aggressor in the war and compares the Israel-Hamas war to policing in the United States and Border Patrol. ILPS calls Israel a satellite state and proposes that Israel is a “shield” for the U.S. to “exterminate the people of Gaza.” 5

Cancel RIMPAC

Cancel RIMPAC was a 2024 rally opposing the Rim of the Pacific (RIMPAC) joint military exercises held in Hawaii every two years. ILPS opposes the exercises, claiming such exercises are only used to make participating countries greater aggressors in conflicts around the world. It also claims that RIMPAC leads to “environmental destruction, violence against women, and neglect of needs of people all over the world.” 6

March on RNC

March on RNC was a protest against the Republican National Committee (RNC) in Milwaukee, WI in July 2024. ILPS claimed the RNC and Republican Party were against policies such as  abortion access, LGBT causes, expansion of government support systems for illegal immigrants, and support for Palestinian nationalism. 7

March on DNC

March on DNC was a protest against the Democratic National Committee (DNC) held in Chicago August 2024. The march was joined by members of left-of-center organizations including the Arab American Action Network, Black Lives Matter Chicago, Freedom Road Socialist Organization, Democratic Socialists of America, Code Pink, and Denver Communists. ILPS claimed the protest was in support of Palestinian nationalism, defunding the military, full opening of borders, increased abortion access, and reduction of police power and presence. 8 9

No to APEC Coalition

No to APEC Coalition was a protest against the annual Asian Pacific Economic Cooperation (APEC) annual economic forum promoting trade and economic growth of Asian-Pacific countries through reduced trade barriers and standardized business regulations between the United States, Japan, Australia, China, Indonesia, and Canada. ILPS claims APEC was created to destroy and use natural resources, seize land, and maximize profit of ‘the elite’ and big businesses. ILPS also opposes international deals which aim to increase profit for businesses because that profit causes, “oppression and imperialist globalization.” 10 11

Resist NATO

Resist NATO was a protest against the North Atlantic Treaty Organization (NATO) in 2024. ILPS claims NATO exists to promote military power within member states, calling all involved countries imperialists. ILPS also claims that NATO is a group of “anti-people warmongers coordinating imperialist violence across the globe.” 12
