Mission and Activities
The Center for U.S. Voters Abroad was formed to encourage American citizens overseas to cast ballots in U.S. elections, stating that the group is “committed to ensuring that Americans abroad have the tools and resources they need to successfully cast their ballots and have their voices heard in our democracy.” The group’s activities include providing resources for overseas voter registration, offering guides to local election deadlines, and promoting absentee ballot submission to U.S. citizens living abroad. 3
The center’s 2024 turnout project directly facilitated Americans abroad in requesting absentee ballots to vote in federal elections, walking individuals through the process, stating that “Americans living abroad can request a ballot via an official government form, called the Federal Post Card Application (FPCA). Our website will walk you through the process of filling out this form, then show you how to send it on to the correct local election official.” 6
The group also encouraged U.S. citizens who have never resided in the United States to attempt to cast a ballot, stating that “American citizens who were born abroad and have never resided in the U.S. are likely also eligible to vote, depending on the U.S. state where their parents last lived.” 6

While the Center for U.S. Voters Abroad has a stated focus on civic education and voter engagement, it has been active in electioneering through independent expenditures. As of 2025, the group is organized under Section 501(c)(4) of the tax code, making it eligible to intervene in elections. 1
