Services, Immigrant Rights, and Education Network (SIREN) is an organization focused on immigrant communities in Santa Clara County, California. Associations
Services, Immigrant Rights, and Education Network is a member of the Silicon Valley Collaborative for the New Americans Campaign. In addition, SIREN was one of six original members of Mobilize the Immigrant Vote (MIV) campaign a left-of-center voter registration coalition that changed its name in 2018 to Power California. 1 2
SIREN joined 192 other immigrant and civil rights organizations in signing an open letter dated November 15, 2024, urging the Biden Administration to implement immediate protective measures against potential mass deportations, including reducing Immigration and Customs Enforcement (ICE) detention capacity, halting further expansions of detention facilities, and releasing individuals from detention. 3

People
As of October 2025, Huy Tran is the executive director of Services, Immigrant Rights, and Education Network, a position he has held since 2023. Raised by Vietnamese refugee parents, Tran led efforts at San Jose State University opposing budget cuts and helped establish Vietnamese youth networks. Tran later worked as a labor organizer for Unite Here, supporting immigrant hotel workers, before earning a law degree from Santa Clara University in 2012. He co-founded Justice at Work Law Group, LLP, a law firm focused on “social justice and worker’s rights.” Tran participated on the steering committee of the Anti-Wage Theft Coalition in Santa Clara County, contributing to the adoption of countywide ordinances. Since 2017, he has been a member of the Housing and Community Development Commission in San Jose. Additionally, he previously held positions on the San Jose Charter Review Commission and the Santa Clara County Anti-Hate Crimes Task Force in 2021. 14 15
