Planned Parenthood of Michigan is the Michigan state affiliate of the Planned Parenthood Federation of America and is a nonprofit organization that is an abortion provider with centers across the state.

    When the United States Supreme Court overturned Roe vs. Wade in June 2022, 1 Planned Parenthood of Michigan was involved in legal actions to keep abortion legal in Michigan. A Planned Parenthood of Michigan lawsuit against Attorney General Dana Nessel (D) led to a Michigan Court of Claims injunction in May that blocked enforcement of a 1931 law that criminalized abortion. 2

    Planned Parenthood of Michigan asked the Michigan Supreme Court in August 2022 to reverse a Michigan Court of Appeals’ ruling that allowed prosecutors to charge health care providers under a state law that criminalized most abortions. 3 Planned Parenthood stated there was a separate court order that prevented prosecutors from charging anyone with a crime who performs an abortion in the 13 counties with an abortion clinic. 4 Planned Parenthood said the legal proceedings had created fear and confusion among state residents.

    Planned Parenthood of Michigan started providing so-called “gender-affirming” hormone therapy for patients in May 2022. 5

    Background

    In 2016, Planned Parenthood Mid and South Michigan and Planned Parenthood of West and Northern Michigan merged to become Planned Parenthood of Michigan. 6 Planned Parenthood of Michigan had 15 health centers in Michigan as of 2022. 7

    Leadership

    Donald Parfet is a board member for the Planned Parenthood of Michigan. 8 Parfet has been managing director of Apjohn Group, which is a pharmaceutical consulting business. 9 Before that, Parfet was as senior vice president for the pharmaceutical Upjohn Company. 10

    Cynthia Ford is a board member for Planned Parenthood of Michigan 8 and is married to Edsel Ford II, the great-grandson of Henry Ford, founder of the Ford Motor Company. 11 Ford is the vice chair of the Children’s Foundation board of trustees. 12

    Planned Parenthood of Michigan named Paula Thornton Greear as president and CEO in 2022. 10 Greear was the chief external affairs and reputation management officer for Planned Parenthood of Illinois for four years before taking the Michigan position. 13

    Gender Therapy

    In May 2022, Planned Parenthood of Michigan announced it would provide so-called “gender-affirming” hormone therapy to patients who were 18 years old or older. 5 There were plans to expand the therapy by the end of 2022. 5 The treatment would include hormone therapy as well as prescriptions for testosterone, estrogen, and testosterone blockers. 5 Planned Parenthood of Michigan stated it had updated its electronic medical records to update “patient identities and pronouns” and had trained staff on gender-inclusive care and hired a gender-affirming “care navigator.” 5

    Planned Parenthood Advocates of Michigan

    Planned Parenthood of Michigan has an advocacy arm named Planned Parenthood Advocates of Michigan 14 that was created in 1988. 15

    Planned Parenthood Advocates of Michigan had total revenues of $2.3 million in 2020. 15 Planned Parenthood Advocates of Michigan puts out an annual list of politicians in the state and rates them on whether they are “pro-choice” or “anti-choice.” 16

    Abortion Legal Filings

    Planned Parenthood of Michigan filed a motion in August 2022 requesting the Michigan Supreme Court to reverse a ruling made by the Michigan Court of Appeals that allowed prosecutors to charge health care providers under a state law that criminalized most abortions. 17 The motion asked the state Supreme Court to determine whether abortion rights are protected by the state constitution. 18

    On April 7, 2022, Planned Parenthood of Michigan filed a lawsuit with the state Supreme Court to determine if abortion was protected constitutionally. 19 Planned Parenthood of Michigan stated the 1931 law that banned abortion was “unconstitutionally vague” and violated the “rights to liberty, bodily integrity, equal protection and privacy” under Michigan’s constitution. 20

    The Michigan Court of Claims issued a temporary injunction in May 2022 that kept abortion legal in the state despite a 1931 law that banned abortion. 21 The Michigan Court of Appeals ruled on Aug. 1, 2022, that the injunction did not apply to county prosecutors. 21 The Oakland County Circuit Court issued a restraining order on Aug. 1, 2022, preventing certain prosecutors from prosecuting nurses and doctors who perform abortions. 21

    Criticism of Jim Harbaugh

    University of Michigan football coach Jim Harbaugh said at a fundraiser in July 2022 that he believed in “having the courage to let the unborn be born.” 22

    Planned Parenthood of Michigan board chair Carol Goss and board member Meg Goebel responded with a July 27, 2022, press release that said Harbaugh was “out of line.” 23 The press released criticized Harbaugh for using a public forum to advocate for his “personal religious beliefs.” 24

    Planned Parenthood of Michigan had $27.5 million in revenues and $23.6 million in expenses in 2020. 12 Planned Parenthood of Michigan received $1.8 million from the federal government 25 and had total assets of $30.9 million in 2020. 26
