Planned Parenthood of Illinois (PPIL) is the Illinois branch of Planned Parenthood Federation of America (PPFA). The group offers abortions and gender reassignment to all, regardless of race, ethnicity, income, immigration status, or state of residency. 1
As of 2025, PPIL operated 13 centers and was considered a Midwest haven for abortion access due to restrictive laws in states surrounding Illinois. 2
Related Organization
Planned Parenthood of Illinois has 501(c)(4) sister organization called Planned Parenthood Illinois Action (PPIA). It was formed by PPIL to advocate politically and educationally for the protection of abortion access and gender reassignments. PPIA registers, “educates,” and mobilizes voters while promoting favored political candidates to further their goals. 3
Services
Planned Parenthood of Illinois’ services may be booked online or via phone. The services include gender-reassignment treatments including “gender-affirming” hormone therapy (GAHT) for patients aged 16 and up. Care is available at all PPI locations with those under 18 required to have guardian consent for treatment. 4
Planned Parenthood Illinois Action (PPIA) conducts programs including the Black Organizing Program, which is designed to build the political and social power of Black communities; My Body, My Choice, a disability advocacy and organizing program designed to build awareness of claimed discrimination; Young Adults for Planned Parenthood, which advocates for a larger voice for young people in accessing of abortions and reproductive healthcare; Raiz, which advocates for partnerships with the “Latinx” communities; and Planned Parenthood Generation Action (PPGA), which organizes on college campuses. 5 3 6
PPIL provides several services and drugs including abortions, birth control, the morning-after pill, STI and HIV testing and treatment, sexual health education, pregnancy testing, and miscarriage management. 7
PPIL provides behavioral health services for those seeking abortion, gender-reassignment services, and sexual and relationship violence information or advice. 8
PPIA supports the Illinois’s “sanctuary state” policy of noncooperation with federal immigration authorities and celebrated the legislation that mandated college health centers provide contraception and medication-induced abortions. It also opposed the budget passed by Congress that returns growth in Medicaid spending to its pre-COVID-19 trend. 9 10 11
Advocacy
In 2024, Planned Parenthood of Illinois recorded spending of $1,304,579 in advocacy on legislation and organizing support for its activities that year. 12
Planned Parenthood of Illinois advocates defends the taxpayer funding of its operations and claims that as many as 200 Planned Parenthood locations are at risk of shutting down. The organization threatened to “sue the Trump Administration in court” in defense of its ability to receive taxpayer funding. 13
Controversies
In January 2025, Planned Parenthood of Illinois announced the closure of four of its health centers due to a shortfall in finances that resulted from rising costs, low insurance reimbursement rates, and a 47 percent increase in visits resulting from out-of-state patients. 14
Grantmaking
PPIL awarded a $600,000 to Chicago Abortion Fund, which is affiliated with the National Network of Abortion Funds, intended for “patient navigation” in 2023. 15
Funding
PPIL reported $5,737,882 in government grants for 2023, equal to eleven percent of its total 2023 revenue. It received $5,943,813 from Planned Parenthood Federation of America while program services revenue was $26,094,342 or 50.2 percent of revenue. 16 17
In 2023, Planned Parenthood of Illinois received a $106,090 grant from Jewish Federation of Metropolitan Chicago that sources much of its funding via grants from Jewish United Fund of Metropolitan Chicago. 18
MacKenzie Scott donated $17 million in 2022 as part of a $275 million grant to Planned Parenthood Federation of America (PPFA) and 21 of its affiliates including PPIL. The grant was the largest in PPIL’s history in support of the organization’s RESOLVE campaign. 19 20
In 2022, PPI received a $500,000 grant from the Chicago Department of Health under the Justice for All Initiative. 21
Tonya Tucker, at the time the interim president and CEO of PPIL, stated in a June 24, 2025 article that about 30 percent of the organization’s revenue derived from Medicaid. 22

Jennifer Welch was president and CEO of PPIL through January 2025 and received a salary of $355,482 plus other compensation of $22,847. 23
As of July 2025, Tonya Tucker was the interim president and CEO of PPIL. 24
