The Network for Responsible Public Policy (NFRPP) is a left-of-center organization that claims to provide the public with online, “credible, trustworthy” information to combat alleged “misinformation” surrounding public policy debates. 1

The organization is sponsored by the Puffin Foundation and the Academy of Political Science. It is also a member organization of both the left-leaning coalitions Declaration for American Democracy and Bridge Alliance. 2 3 4

Background

Network for Responsible Public Policy (NRPP) is a left-of-center nonprofit organization that claims to disseminate “credible, trustworthy” information, and combat alleged “misinformation” and “disinformation” surrounding public policy debates. 5

Its information is sourced from “experts” the organization selects. These individuals work in areas such as journalism, economics, law, social sciences, political science, and communications. 6

Funding

The Network for Responsible Public Policy receives nearly all its revenue from contributions, grants, and gifts. The organization reported total revenue of $55,889 in 2016, 94.4 percent of which came from contributions and grants. It received $23,038 in revenue in 2017, $27,226 in 2018, $20,200 in 2019, and $21,565 in 2020. One hundred percent of the organization’s revenue received from 2017 to 2020 came in the form of grants and contributions. NRPP had a total expense amount of $17,107 in 2016, which rose to $29,670 in 2017, $29,323 in 2018, rose again to $41,186 in 2019, and dropped to $32,015 in 2020. 7

Funding

The Network for Responsible Public Policy receives most of its funding from grantmaking foundations. NRPP was one of the first recipients of the Northern New Jersey Community Foundation’s legacy grant program, which provided NRPP with a grant of $2,500 for general operating support. 8

The Northern New Jersey Community Foundation also awarded nearly $240,000 via 54 grants to nonprofit organizations in the Bergen County area of New Jersey to aid COVID-19 pandemic recovery efforts. The grants were between $1,000 and $10,000. NRPP was listed as a grantee under the “community” section. 9

Support for the foundation’s fund came from various individuals and organizations, including the left-of-center Robert Wood Johnson Foundation, which was a key funder of groups advocating for the enactment of the Patient Protection and Affordable Care Act, also known as Obamacare. 10 11

The Puffin Foundation is a sponsor of various webinars created by NPRR. The private foundation primarily donates to non-political charity groups, although its advocacy-related philanthropy has supported environmentalist and conservation groups in the Northeastern United States. 12 13

Network for Responsible Public Policy also lists sponsors on its website. These sponsors include the Puffin Foundation, Women for Progress, News Literacy Project, and the Academy of Political Science, an American nonprofit organization and publisher devoted to cultivating non-partisan, objective analysis of political, social, and economic issues. 14

Coalition Memberships

The Network for Responsible Public Policy is a member of the Declaration for American Democracy, a coalition of left-leaning activist groups that advocates for a series of governmental and electoral administration policy changes. The main priorities of the coalition are to criticize the 2020 election process and support Congressional legislation that would enact several left-leaning policy priorities surrounding elections including enacting automatic voter registration and placing restrictive regulations on political campaign-related speech acts. 15 16

NPRR is also a member of Bridge Alliance, a left-leaning coalition of over one hundred member organizations. These organizations are expected to adhere to Bridge Alliance’s membership principles, which focus on bridging the divide in partisan politics to “transform the political process.” Bridge Alliance’s Five Principles are listed as “embracing our differences,” “collaboration,” “citizen voice,” “solutions,” and “open-mindedness.” 17 18 19
