The International Association of Chiefs of Police (IACP) is a worldwide association for police officers which provides research, events, awards, guides, and training for police. The IACP hosts an annual conference for police and gives out awards in various categories to notable police officers, both members and non-members. 1 2

Black Lives Matter Demonstrations

In 2020, during the Black Lives Matter demonstrations, the International Association of Chiefs of Police website provided “crowd management and civil demonstrations resources” for police departments around the nation. 3 In 2021, following the conviction of Derek Chauvin for the murder of George Floyd, the IACP issued a statement expressing their hope that after the tumult of the riots, and a fair judgement of Chauvin, that the nation would be able to find peace through assessing current law enforcement issues and implementing police reforms. 4

During the virtual 2021 IACP conference, the IACP hosted a workshop called “The 54th Mile Project: Bridging the Gap in Police-Race Relations.” The workshop centered on exploring the positive and negative roles that different police officers have played in minority issues. 5  Another workshop examined the Toronto Police Service’s strategy to combat racial biases through “Race and Identity-Based Data Collection.” 6 Other topics explored during the conference included workshops on inclusive language and seeing through the lens of critical race theory. 7

Previously, in 2016, the IACP issued an apology “‘for the actions of the past and the role that our profession has played in society’s historical mistreatment of communities of color.’” 8

Donor Samples

In 2022, the IACP received “the largest single donation in its 129-year history” from MacKenzie Scott, author and ex-wife of Amazon founder Jeff Bezos. 9 10 Scott has a history of making large donations to left-leaning causes such as Planned Parenthood and the Transgender Law Center. 11 12 As of May 7, 2022, the amount Scott donated is not public knowledge.

The Joyce Foundation, a Chicago-based organization which promotes belief in systemic racism and funds the implementation of gun control, has partnered with the IACP to enforce “gun violence prevention” measures. 13 14 15

Leadership

Terrence Cunningham, chief of police for Wellesley, Massachusetts, has served as president of the IACP since 2015. 16 He delivered the 2016 apology to minorities on behalf of the IACP. 17 Cunningham is also a board member for both the Greater Boston Police Council and The New England Association of Chiefs of Police. 18

IACP executive director Vincent Talucci was named one of “Washington DC’s 500 Most Influential People” by the Washingtonian in 2022. 19 Talucci is also a member of the Homeland Security Advisory Council and previously worked for the U.S. Department of Justice’s National Institute of Justice. 20

Wade Carpenter, chief of police for Park City Municipal Corporation in Utah, serves on the executive board for IACP and is IACP’s vice president at large. 21 22 Carpenter also previously served as the president of the Utah Chiefs of Police Association, and as of 2022 is the immediate past president for the same organization. 23

Financials

In 2021, the IACP’s revenues reached nearly $31 million, with expenses over $29 million, total assets at nearly $41 million, and net assets of over $16 million. 24 The IACP reported over $12 million in revenue and support in grants from the federal government in its 2021 fiscal year and nearly $1.4 million in grants from private foundations that same year. 25
