According to the Federal Election Commission, in 2025, Jeff Horing gave $10,000 to the Democratic Party of Wisconsin. On the same date, Patricia Horing likewise gave $10,000 to the Democratic Party of Wisconsin. 4 5

Of its expenses, the Horizon Charitable Foundation reported giving the following grants largely to left-of-center organizations: $500,000 to the Anti-Defamation League, $50,000 to the Brady Center to Prevent Gun Violence, $300,000 to Donor Advised Charitable Giving for the Jeffrey L Horing Donor Advised Fund, $25,000 to the abortion provider Engenderhealth Inc to promote contraception in Nigeria, $200,000 to the Equis Institute, $150,000 to the National Redistricting Foundation, $15,000 to the New Venture Fund for its Rural West Communities fund and another $500,000 to the New Venture Fund’s America Votes initiative, $20,000 to the Nido de Esperanza Charitable Society, $100,000 to Planned Parenthood of Greater Ohio, $70,000 to the Project 68 Education Fund, $150,000 to the Protect Democracy Project, $100,000 to the Reproductive Freedom for All Foundation, $200,000 to Social Science Research Council, $100,000 to the Southern Poverty Law Center, $100,000 to the Aspen Institute, $150,000 to the Voter Participation Center, $500,000 to the Third Way Institute for non-college education initiatives and another $125,000 to the Third Way Institute for general and unrestricted use, $50,000 to Thorn, $100,000 to the Tides Foundation, $100,000 to the Voto Latino Foundation, $25,000 to Western Native Voice, and $100,000 to the Working America Education Fund. 1

All the foundation’s income was received through a non-cash contribution from Jeffrey Horing. 1

In 2022, according to tax filings, the Horizon Charitable Foundation gave sizeable grants to other left-of-center organizations, including a $300,000 grant to the Hopewell Fund, a nonprofit affiliated with Arabella Advisors. This $300,000 grant was earmarked for the Hopewell Fund’s Civic (Re)solve Education Fund. Additionally, the Horizon Charitable Foundation gave $100,000 to NARAL Pro-Choice America (now Reproductive Freedom for All), and $100,000 to the Planned Parenthood Federation of America. 1

Likewise, that year the foundation received all its income from Jeffrey Horing. 1
