Fusion Partnerships is a left-of-center advocacy group, that promotes left-of-center in the Baltimore area. The group works with fiscally sponsored programs and organizations in the Baltimore area that advocate on social justice, economic policy, and LGBT issues. Background

Fusion Partnerships was formed in 2003 to provide fiscal sponsorship services to community-organizing and left-of-center advocacy groups in Baltimore. The group’s website claims, “…since 2003, Fusion has provided fiscal sponsorship, leadership development, and innovative community strategies to support individuals and groups working for social justice in Baltimore.” 3 The website states that the group fiscally sponsors 75 organizations, but its website listed over 100 partners as of late 2024. 3 2

The group’s fiscal sponsorship centers around left-of-center advocacy groups that focus on social justice advocacy, economic policy, and LGBT issues. The group claims to allow such organizations to solicit tax-exempt donations through Fusion Partnerships, as well as handling funds and providing administrative support. 3

From 2020 to 2021, Fusion Partnerships claimed to have signed on 20 new fiscal sponsorship partner organizations while increasing grants to partner organizations from 107 to 127, which it says raised its partner program revenues from $1,888,535 to $2,200,493. 3

At the end of 2017, the group reported $4.2 million in revenue and had $1.4 million in net assets; the revenue of the group had increased four-fold by the end of 2022, when it reported $16.8 million in annual revenue and $7.9 million in assets. 6

Funding

Fusion Partnerships accepts and administers grants from the federal government, publishing an annual audit required of groups that accept more than $750,000 in federal grants. 7   

In 2022, the group listed $1.4 million in federal grants received which included seven different grants from three federal agencies passed through five different state or local governments. These included a $428,403 grant from the U.S. Treasury Department passed through the Baltimore city government for COVID-19 state and local recovery as well as a $530,000 grant from the U.S. Department of Health and Human Services for harm reduction programs. 7

The group also received two U.S. Department of Justice grants in 2022 for “Continuity of Mental Health Services and Essential Support for Trauma-Affected Forced Migrants” and parole hearing and reentry preparation. 7
