    IRS Complaint

    On June 13, 2024, the left-wing advocacy group Accountable.US filed an IRS complaint against both the Epoch Public Foundation (EPF) and the Epoch Times Association (ETA). The complaint requested an investigation into alleged reporting errors and inconsistencies in the organizations’ 990 filings for tax years 2021 and 2022. Accountable.US began looking into the Epoch Times’ nonprofit tax returns ahead of his arrest of Bill Guan for his alleged involvement in a money laundering scheme. The complaint arguees that as treasurer of the Epoch Public Foundation and CFO of the Epoch Times Association, Bill Guan, was listed as the signatory for both organizations’ filings and may have been the person who prepared the returns, as neither organization reported using a paid preparer. 3

    Funding

    The Epoch Public Foundation is funded by donations from individuals, foundations, and businesses. While the Epoch Public Foundation does not disclose its donors, tax filings confirm donations from the Epoch Times Association ($11 million in 2022) 4 and New Tang Dynasty ($1.29 million in 2022). 5

    Board of Directors

    John Zhong Tang is the former president of the Epoch Public Foundation and the former CEO of the Epoch Times. Tang resigned from the Epoch Times, New Tang Dynasty Television, and their subsidiaries effective June 7, 2024. 6

    Bill Guan was the treasurer of the board of the Epoch Public Foundation and CFO of the Epoch Times. On June 2, 2024, Guan was charged over his alleged involvement in a money laundering scheme involving more than $67 million. 7

    Shaoling Huang is the secretary of the board of Epoch Public Foundation and media director at the Epoch Media Group. 8
