The Bradley Impact Fund (BIF) is a donor-advised fund provider that supports the advancement American founding principles and liberty using strategic philanthropy. The Fund provides financial support to nonprofit organizations that engage in public policy research and education in alignment with the right-of-center ideals of Constitutional order, economic growth, and strong family values. 1
The Bradley Impact Fund is aligned with the Lynde and Harry Bradley Foundation, a major private grantmaking foundation associated with right-of-center giving and giving to Milwaukee-area nonprofits. 1
Grantmaking
The Bradley Impact Fund supports individuals and nonprofit organizations that seek to advance right-of-center ideas. 2 BIF is a consistent supporter of the State Policy Network (SPN), a coalition of free-market state-level policy organizations. In 2022, BIF made contributions to SPN member organizations, including the Acton Institute for the Study of Religion and Liberty ($172,500), the Foundation for Government Accountability ($161,560), the Institute for Reforming Government ($91,000), and the Texas Public Policy Foundation ($251,350). 3
In recent years, the Bradley Impact Fund’s largest grants have been awarded to the America First Legal Foundation ($27.1 million in 2022), Turning Point USA ($7.76 Million In 2022), Project Veritas ($2 million in 2021), and the Foundation for Excellence in Higher Education ($1.89 million in 2022). 3
Activities
Along with its grantmaking, the Bradley Impact Fund provides resources to connect its donors with activists, organizations, and others that share its principles. BIF’s “Ideas to Impact” blog provides articles with information on topics like free markets, constitutional order, civil society, and informed citizenship, along with briefings on trends and organizations that support conservative principles. 4
Funding
The Bradley Impact Fund is funded by donations from individuals, foundations, and businesses. While BIF does not disclose its donors, tax filings confirm donations from DonorsTrust ($12.7 million in 2022), 5 the Lynde and Harry Bradley Foundation ($2.5 million in 2018), 6 and the St. Louis Community Foundation ($1.24 million in 2021). 7
Board of Directors
John Beagle is the chair of the board of the Bradley Impact Fund and a co-founder and chair of the merger and acquisition advisory firm Grace Matthews. Beagle is a member of the American Chemical Society, the American Coatings Association, and the Adhesives and Sealants Council. 8 Beagle is the chair of Acts Housing’s expansion steering committee. 9
Gabe Conger is the president of BIF and a member of the Leadership Network at the American Enterprise Institute. Conger formerly worked as director of external relations at the Lynde and Harry Bradley Foundation, as advisor to the president for donor relations at the Heritage Foundation, and as director of foundation and corporate relations at the Leadership Institute. 10
Phillip Prange is the treasurer of the board of BIF and the president of the Wisconsin Business Council. 11
Stephen Einhorn is a senior partner at Capital Midwest Funds and is a member of the advisory council at Turning Point USA. 12
Board member Patrick J. English is the chair of the board of the Lynde and Harry Bradley Foundation and the executive chair of Fiduciary Management, Inc. English sits on the board of Encounter for Culture and Education. 13
Jason Kohout is the secretary of the board of both BIF and the Badger Institute and a partner at Foley & Lardner LLP. 14
Board member James Arthur “Art” Pope is the chair of both the John William Pope Foundation and Variety Wholesalers, Inc. Pope is a former Republican member of the North Carolina House of Representatives. Pope sits on the boards of the Institute for Humane Studies and the Lynde and Harry Bradley Foundation and formerly sat on the boards of the Atlas Economic Research Foundation, the Jesse Helms Center, the Institute of Political Leadership, the North Carolina Free Enterprise Foundation, and the North Carolina Institute for Constitutional Law. 15
Board member Roger Ream is the president of the Fund for American Studies and sits on the board of the Competitive Enterprise Institute. Ream is a founding member and secretary of the Frank S. Meyer Society and a member of the Mont Pelerin Society. Ream formerly sat on board of the Foundation for Economic Education and is a past president of the Philadelphia Society. 16

Kala Hill is the vice president for programs and strategy at the Bradley Impact Fund. Hill formerly worked as a development coordinator at the Lynde and Harry Bradley Foundation and as a manager at the Charles Koch Foundation. 17
Chris Ciancimino is the philanthropic advisor at BIF and a former director of regional development at National Review Institute. Ciancimino sits on the board of the Wisconsin Forum. 18
Sherry Street is the senior philanthropic advisor at BIF. Street formerly worked as vice president of policy advancement at the American Legislative Exchange Council and as an external relations officer at the Illinois Policy Institute, where she currently sits on the board. 19
