Founded in 2012, the All Hands on Deck Network is a left-leaning 501(c)(4) nonprofit organization that distributes small grants to other left-leaning activist groups and PACs, and offers training to groups of left-leaning organizers across the country. The organization is also sometimes referred to as the Movement Voter Project. 1

In addition, there is the Movement Voter PAC, a political action committee formed in 2019, as well as the Movement Voter Fund, an independent public charity that became its own 501(c)(3) fundraising entity in 2021. 2

Grantmaking

The All Hands on Deck Network has made small grants to dozens of small and large left-leaning activism groups since its founding. Some of the organization’s notable grants during 2019 include $230,000 to Tides Advocacy, $100,000 to Living United for Change In Arizona (LUCHA), $124,000 to Citizen Action of Wisconsin, $125,000 to the Black Voters Matter Fund, and $220,000 to One Pennsylvania. 3

Leadership

The organization is led by executive director William “Billy” Wimsatt, a left-leaning political organizing expert who has helped to co-found numerous left-leaning organizing and voter mobilization groups. 4

All Hands on Deck Network’s treasurer, Melissa Giraud, is also the co-director of EmbraceRace, a project of the Proteus Fund. 5 6

All Hands on Deck Network director, Tito Crafts, is the director of partnerships and communication at the Proteus Fund. 7 8

Funding

From 2012 to 2017, the All Hands on Deck Network received yearly revenues of less than $1 million dollars, but in 2018 the organization increased dramatically in size, earning a revenue of about $8.5 million. 9 In 2019, the organization’s revenue was over $9.7 million. 10 Almost all revenue comes from grants from large left-leaning nonprofits.

The organization receives a significant portion of its funding from the Tides Foundation, which contributed $1,205,000 in 2019, and roughly $760,000 in 2018. 11 12
