Action for Responsive Government is a trade name used by the Sixteen Thirty Fund, a 501(c)(4) advocacy group managed by the liberal philanthropic consulting firm Arabella Advisors. The name appears to have been introduced in May 2022, likely for targeted political messaging efforts during the midterm election cycle. Like other Arabella-connected entities, Action for Responsive Government functioned as a temporary and opaque advocacy front designed to conceal the true source of funding and coordination behind its campaigns. 1 2

Sixteen Thirty Fund

Americans for Public Trust, a right-of-center watchdog group, compiled a comprehensive list of over 80 trade names registered to Arabella-affiliated nonprofits. According to its report, Action for Responsive Government was found among these entities, confirming it as a project operating under the Sixteen Thirty Fund umbrella. The report also noted which names were active or inactive as of May 14, 2025; Action for Responsive Government was listed as inactive, suggesting the project has since been shuttered. 3

A second, independent confirmation came from a Kansas City-area news investigation covering campaign finance during the 2022 midterms. The report noted that in May 2022, the Sixteen Thirty Fund “acquired new trade names for unknown purposes,” specifically including Action for Responsive Government and Campaign for Our Shared Future Action Fund. The report also noted that the Sixteen Thirty Fund was operating roughly 60 trade names at the time, many of which had no public-facing activity outside of campaign season. 1

These trade names are routinely used by Arabella-managed nonprofits to support media buys, grassroots lobbying, and digital campaigns without disclosing the underlying financial or managerial structure. Arabella’s fiscal sponsorship model enables nonprofits like the Sixteen Thirty Fund to operate such projects without separate legal incorporation, tax filings, or public accountability, all while preserving donor anonymity.  2 1

“Dark Money” Model

The Sixteen Thirty Fund is part of a constellation of nonprofit entities managed by Arabella Advisors, including the New Venture Fund, Hopewell Fund, and Windward Fund. Collectively, these groups have been called a “dark money empire” due to their use of shell campaigns and trade names to influence elections and public policy while obscuring the identities of donors. 4

In 2020 alone, the Sixteen Thirty Fund reported over $410 million in expenditures, much of it aimed at promoting left-leaning political candidates and ballot measures. 5 Its trade names, including Action for Responsive Government, were used to create the appearance of independent, localized movements, when in reality, they were centralized efforts run through Arabella’s D.C. offices. 6
