Sunflower Services

Sunflower Services is a Public Benefit Corporation which, as of November 2025, has acquired philanthropic consulting firm Arabella Advisors. According to a press release on Arabella’s website, on November 17, 2025, Arabella Advisors announced that it would be ceasing operations after the acquisition. The press release also explained that Sunflower Services was owned by New Venture Fund, Windward Fund, and Hopewell Fund. 1

Background

In November 2025, House Oversight and Government Reform Committee Chairman James Comer (R-KY) sent letters to Sixteen Thirty Fund President Amy Kurtz and Sunflower Services CEO Allan Williams announcing the Committee would investigate allegations that Sixteen Thirty was using its Chorus Creator Incubator Program to “circumvent campaign finance disclosure requirements enforced by the Federal Election Commission and the Department of Justice as well as media ethics norms that help distinguish activities of legitimate journalists from campaign operatives whose paid activity requires disclosure.” 2 Rep. Comer’s letter continued by claiming that a lawyer working for Chorus, Graham Wilson, had allegedly discussed advantages to using the service on a Zoom call for invited participants by alleging, “‘[i]t gives us the ability to raise money from donors. It also, with this structure, it avoids a lot of the public disclosure or public disclaimers—you know, ‘Paid for by blah blah blah blah’—that you see on political ads. We don’t need to deal with any of that. Your names aren’t showing up on, like, reports filed with the FEC.’” 2 The letter concluded with Rep. Comer requesting both Sixteen Thirty and Sunflower provide “documents and other information…about Chorus, the requirements as well as inducements for participation, and information about all invited participants.” 2
