    Background

    When the Thomson Corporation acquired Reuters Group PLC in 2008, it formed Thomson Reuters. 1 The company is organized into “five reportable segments,” perhaps the most famous of which is Reuters, which provides news from around the world to media organizations through Reuters Events, Reuters News Agency, and Reuters.com. 4

    Controversies

    Thomson Reuters provided a software to U.S. Immigration and Customs Enforcement called CLEAR, which uses “public and proprietary records,” including images from license plate readers to aggregate data points on individuals. 5 The software is meant to “[p]revent fraud, detect risk and investigate crime.” It also provides incarceration records. Some of its uses are for retailers to handle fraudulent transactions and for child and family services to locate people who are delinquent in child support payments. 6

    Reuters employees including Billie Little wrote to management in 2026 warning that ICE could use Thomson Reuters’s investigative tools to source personal data. After this letter became public, Little was terminated from her position. 7

    As of 2025, Thomson Reuters maintained a $9 million contract with the Department of Defense “to develop automated defenses against social engineering attacks,” including phishing. President Donald Trump and administration advisor Elon Musk both publicly criticized the contract. 3

    In 2024, Reuters staff won a Pulitzer Prize for a series of stories on SpaceX and Tesla, both Elon Musk’s businesses. 8

    Financials

    In fourth-quarter results from 2025, the company reported revenue of over $2 billion in IFRS measures and organic revenue growth of seven percent. 9

    Reuters News & Media Inc. was paid $10,180,961.52 for a September 30th, 2022 period of performance start, $517,092 for an August 1st, 2020 period of performance start, $471,629.11 for a July 1st, 2020 period of performance start, $150,000 for a March 28th, 2025 period of performance start, $141,816 for an August 1, 2024 period of performance start, and $120,000 for a July 30, 2019 period of performance start. 2 All but the 2025 and 2019 payments, which were paid by the Trump administration, were paid during the Biden administration. 2

    $262.82 million was paid by the Department of Justice, $195.71 million was paid by the Department of Health and Human Services and $119.34 million was paid by the Department of Homeland Security, the top three awarding agencies. 2

    Leadership

    As of September 2022, Paul Bascobert was the president of Reuters News. 10 In April 2021, Alessandra Galloni became the first female editor-in-chief of Reuters. 10

    Steve Hasker became president and chief executive officer of Thomson Reuters on March 15, 2020. 10 He previously worked at PwC and McKinsey and Company. 10 As of 2026, Michael Eastwood chief financial officer and Norie Campbell was chief legal officer and company secretary. 10 As of March 2026, Kirsty Roth was chief operations and technology officer, Jason Williams was chief people officer, David Wong was chief product officer, and Taneli Ruda was chief strategy officer. 10
