Precision Strategy is a left-of-center media and strategy consulting firm with numerous large corporate clients, as well as left-of-center nonprofit groups and foreign governments. The firm was founded by veterans of the Obama presidential campaigns and is well-connected to Democratic leadership. ^{1 2 3}

Background

Precision Strategy was founded in 2013 by veterans of former President Barack Obama’s 2012 campaign. Teddy Goff was the head of the campaign’s digital operations. Stephanie Cutter and Jen O’Malley Dillon were both deputy campaign directors. Since its founding, the firm has gone on to acquire numerous major clients in the US, ranging from Fortune 500 companies to major left-of-center nonprofit and activist groups. The firm also has foreign governments as clients. ^{2 1}

Organization Philosophy

Precision Strategy does not include any political statements on its website. However, the group was founded by veterans of the 2012 Obama campaign and includes David Plouffe, the campaign director of both of Obama’s presidential campaigns, as an attorney. Aside from its corporate clients, it appears that all the group’s political clients in the non-profit and advocacy spaces are politically left-of-center. ^{4 2}

Projects and Initiatives

Precision Strategy provides full-spectrum marketing, media, and strategic services to clients. The services range from media campaigns, identifying influencers, crisis communications and video production, to data analytics services and “grassroots” activism management and coalition building. ¹

Domestic Clients

Precision Strategy has many large well-known prominent domestic American companies as clients. These include GE, CVS Health, Microsoft, IBM, Comcast and Bank of America. It also has several well-known left-of-center advocacy groups as clients, including Planned Parenthood, March for Our Lives, the Bill and Melinda Gates Foundation, and the SEIU. ¹

Foreign Clients

While not publicized on the firm’s website, Precision Strategy is also on retainer for foreign governments. In October 2024, the Polish government retained the firm for $100,000 a month to run a media campaign targeting swing states in the 2024 presidential election to promote the idea that Poland and the European Union are worthwhile partners of the U.S. and that the positive relationship between the two states should be maintained. ⁵

Co-founder and managing partner Teddy Goff’s staff biography notes that through Precision he has served as an advisor to former Canadian Prime Minister Justin Trudeau and former Colombian President Juan Manuel Santos .³

In February of 2025, the firm registered former Obama campaign director David Plouffe as an agent representing a foreign government, in this case an Indonesian non-profit that is funded by the Indonesian President. The agreement stipulated payment of $75,000 a month for 12 months. ⁶

Leadership

Stephanie Cutter is a co-founder and managing partner of Precision Strategy. She has a long record of working in Democratic politics, including stints for the federal government, both Obama presidential campaigns, and was the chief program officer of the online 2020 Democratic National Convention and the executive producer of the 2024 Democratic National Convention. ⁷

Teddy Goff is a co-founder and managing partner of Precision Strategy. Goff is a Democratic campaign veteran who was involved in both Obama presidential campaigns. He was the digital director of the 2012 Obama Campaign. Through Precision he has advised Canadian President Justin Trudeau and American politicians such as former U.S. Secretary of State Hillary Clinton (D) and Governor Jared Polis (D-CO). ³

Jen O’Malley Dillion co-founded Precision Strategy and was a managing partner. However, she departed to run President Joe Biden’s 2020 presidential campaign, then joining his administration and later running his and Vice President Kamala Harris’s 2024 presidential campaigns. ⁸

David Plouffe was the campaign director for both Obama presidential campaigns. He was later brought into Precision as counsel and in February of 2025 was registered as a foreign agent with the U.S. government for the work he would be doing with the firm on behalf of an Indonesian group tied to the country’s president. ^{9 6}
