It also received payment from National Democratic Training Committee (NDTC), the New Democrat Coalition, the Democratic Strategy Institute, ASPIRE PAC, Jobs Education and Families First, Tri-State Maxed Out Women, Medicare for All PAC, Democrats Who Win, the Committee for a Democratic Future, Supporting House Problem Solvers, Democracy Action Now PAC, Defend Democracy Now PAC, Empire State Strikes Back, At The Table!, and In Our Hands PAC. 1

Empire Results

Empire Results, a Washington, D.C.-based 501(c)(4) that described itself as a government efficiency advocacy organization, had its accounting done by Political Compliance Management Services in fiscal years 2022 and 2023. 6 4 In 2022, Empire Results reported revenue of $2,350,000, solely from contributions and grants, and spent this exact amount. 7 In 2023, it reported $0 in revenue and ended the year with $0 in net assets. 8 A supplementary note explains that its directors and officers ceased operation of Empire Results in 2023. 9

According to Empire Results’ 2023 tax returns, Political Compliance Management Services founder Janica Kyriacopoulos was Empire’s treasurer and Martin Hamburger was its president before it dissolved. 10 Martin Hamburger is a consultant who runs Hamburger Group Creative, a communications firm that serves Democratic candidates and causes. 11 12

According to the website for New Democrat Coalition Action Fund, the advocacy arm of the New Democrat Coalition congressional caucus, its official address is 910 17th St. NW Suite 1050, Washington, D.C., zip code 20006. 5 This is the same address as Political Compliance Management Services according to its address listed on Empire Results’ 990 form. 4 13 1 4

New Democrat Coalition Action Fund solicits donations from supporters. It advises them to send checks to Janica Kyriacopoulos, the same person who founded Political Compliance Management Services, at the Fund’s official address as listed on its website. 14

Leadership

Janica Kyriacopoulos is the founder and co-owner of Political Compliance Management Services. She is a lifelong Democratic operative with a background in accounting and finance, and previously served as a CFO for the presidential campaigns of former U.S. Rep. Dick Gephardt (D-MO), former U.S. Sen. John Kerry (D-MA), and President Barack Obama. She managed a large budget and helped coordinate the federal roles of the U.S. Department of Defense and the National Park Service as the CFO of the Obama-Biden 2009 Inaugural Committee. She also worked as the interim CFO for the national office of the Planned Parenthood Federation of America (PPFA). She joined the board of Earlham College in 2020. 2

As of 2025, public relations professional Jim Ross was working as a senior compliance officer for Political Compliance Management Services as part of a contract that began in 2020. 15
