Patomak Global Partners (PGP) is a financial consulting firm primarily focused on regulatory compliance and risk management. Most of PGP’s staff are former government regulatory employees and appointments, particularly from the U.S. Securities and Exchange Commission (SEC).

Regulations

Patomak Global Partners encourages the development of cryptocurrency regulations. In July 2021, the company published a report arguing that Congressional Democrats were the primary impediment to cryptocurrency regulations and new approaches would need to be made to convince them of the value of cryptocurrency markets. ¹

FTX

PGP was revealed to be a creditor of FTX, the cryptocurrency exchange founded by Sam Bankman-Fried, after FTX declared bankruptcy. ² PGP derivatives practice group chair Jill Sommers was a board member of FTX U.S. Derivatives. ³

Paul Atkins

Patomak Global Partners founder and CEO Paul Atkins is a regulatory expert with extensive government experience. Since 2017, Atkins has been a co-chair of the Token Alliance, a platform for connecting cryptocurrency exchanges and blockchain projects. In 2016, Atkins was appointed to an economic advisory team by President Donald Trump (R). From 2012 to 2015, Atkins worked as the chairman of BATS Global Markets, Inc., an operator of electronic securities markets in the U.S. and Europe. From 2009 to 2010, Atkins was on the Congressional Oversight Panel for the Troubled Asset Relief Program. ^{4 5}

From 2002 to 2008, Atkins served as a Securities and Exchange Commission (SEC) commissioner. He represented at the U.S.-E.U. Transatlantic Economic Council, the President’s Working Group on Financial Markets, the World Economic Forum, and the Transatlantic Business Dialogue. Prior, Atkins was on the staffs of SEC chairmen Richard C. Breeden and Arthur Levitt as chief of staff and counsellor. ⁶

Jill Sommers

Derivatives practice group chair Jill Sommers is an expert on Dodd-Frank regulatory compliance. From 2007 to 2013, she served two terms as commissioner of the Commodity Futures Trading Commission (CFTC), and as chairman and designated federal official of the CFTC’s Global Markets Advisory Committee. Sommers started her career working for the late former U.S. Senator Bob Dole (R-KS). ⁷

In September 2022, Sommers was made a board member of FTX U.S. Derivatives. ⁸

Jason Chung

Senior advisor Jason Chung served as the U.S. Ambassador to the Asian Development Bank during the Trump administration. From 2017 to 2018, Chung served in the U.S. Treasury Department as Deputy Assistant Secretary for Public Affairs and as an advisor in the Treasury Office of International Affairs. Earlier in his career, Chung worked for the Republican National Committee. ⁹

Keith Noreika

Keith Noreika is the executive vice president and chairman of the Banking Supervision and Regulation Group at PGP. In 2017, Noreika served as acting U.S. Comptroller of the Currency, director of the Federal Deposit Insurance Corporation, and as a member of the Financial Stability Oversight Council. ¹⁰

Erica Bens

Erica Bens is the head of the New York office at PGP. Bens served as the Senior Advisor and Counsel to the Chief Accountant at the SEC. ¹¹

Kathleen Casey

Kathleen Casey is a senior advisor at PGP. From 2006 to 2011, Casey served as an SEC Commissioner. From 2003 to 2006, she served as staff director and counsel of the U.S. Senate Banking, Housing, and Urban Affairs Committee. Prior, she served in a series of senior advisory roles to then-U.S. Senator Richard Shelby (R-AL). ¹²

Brian Cartwright

Brian Cartwright is a senior advisor at PGP. From 2006 to 2009, Cartwright served as general counsel of the SEC. Earlier, he served as a law clerk to U.S Supreme Court Justice Sandra Day O’Connor. ¹³

Craig Lewis

Craig Lewis is a senior advisor at PGP. From 2011 to 2014, Lewis served as the SEC’s chief economist and director of the Division of Economic and Risk Analysis. ¹⁴

Jamila Piracci

Jamila Piracci is a senior advisor at PGP. Piracci previously worked at the Federal Reserve Bank of New York as an attorney. ¹⁵

Robert Greene

Robert Greene is the vice president and chief of staff of PGP. Greene formerly served as a senior advisor at the U.S. Department of the Treasury. He is a non-resident scholar at the Carnegie Endowment for International Peace. ¹⁶

Paul Ray

Paul Ray is a senior advisor at PGP. He previously worked for the U.S. Office of Management and Budget’s Office of Information and Regulatory Affairs, and as a counselor to the U.S. Secretary of Labor. ¹⁷
