Immigrant Law Group PC is a law firm that claims to provide legal services for immigrants and refugees. The firm was founded by Stephen Manning, a legal activist who also founded immigration-related legal group Innovation Law Lab. ¹

Activities

The Immigrant Law Group offers legal representation regarding immigration and refugee matters. Specific services include assistance regarding family-based green cards, green card renewal, spousal visas, citizenship, U Visas for immigrant victims of crime, VAWA considerations for female immigrant victims of domestic abuse, T Visas for immigrant victims of human trafficking, DACA renewals, and asylum cases. ^{2 3}

In 2014, members of the Immigrant Law Group intervened at an immigrant detention facility in Artesia, New Mexico by arguing that individuals being deported required legal representation, which led to at least 15 Salvadoran nationals having their deportation delayed or halted. ¹

Opposition to the Trump Administrations

Immigrant Law Group founder Stephen Manning described President Donald Trump’s immigration policies during the first Trump administration as “[using] executive powers to engage in a mass depopulation of the United States.” ¹

In February 2017, the Immigrant Law Group and the ACLU of Oregon filed a lawsuit on behalf of Unite Oregon challenging the administration’s Executive Order 13769 limiting travel and migration from Muslim-majority countries. The suit claimed that the executive order unlawfully discriminated against individuals based on their “their religion and national origin without due process of law and without access to counsel.” ⁴

Leadership

Stephen Manning is a founding partner of the Immigrant Law Group, as well as the founder and executive director of Innovation Law Lab, a pro-immigrant legal advocacy group. He also works as an adjunct professor at Lewis and Clark Law School. From 2012 to 2017, Manning served as a commissioner on Portland’s Human Rights Commission and was a member of the American Immigration Lawyers Association board of governors. Manning is on the board of directors of the ACLU of Oregon and the board of Health Bridges International. He also volunteers with the CARA Pro Bono Project. ^{5 6}

Jessica Boell is a partner at the Immigrant Law Group. She previously worked at the American Civil Liberties Union’s Immigrants’ Rights Project, the Contra Costa Public Defender’s Office, and Portland Community College. ⁷

Jennifer Rotman is a partner at the Immigrant Law Group and works as EOIR liaison for the Oregon chapter of the American Immigration Lawyers Association. Rotman previously clerked in the U.S. District Court in Puerto Rico and taught immigration law at Lewis and Clark Law School. ⁸

Shizuko Hashimoto is a partner at the Immigrant Law Group and the treasurer at the American Immigration Lawyers Association of Oregon’s executive committee. ⁹
