Background

Data Viewpoint LLC is a for-profit data firm which offers statistical analysis, polling, policy evaluations, and reviews of voting rights and redistricting efforts to clients such as governments, nonprofit organizations, and law firms. 1

Data Viewpoint, as a data science firm, collects information not only on voting and political groups but on degrees of “racially polarized voting” and other demographic indicators. 3

Activities

In May 2024, Data Viewpoint served as a co-sponsor of the Election Science, Reform, and Administration (ESRA) conference. The event was held at the campus of the University of Southern California (USC) and was hosted by the USC Schwarzenegger Institute for State and Global Policy. 4

The ESRA conference serves as a forum for academics, tech developers, and think tank staffers to share papers on alleged challenges that local election offices face. Speakers tend to focus on topics such as “misinformation” about the election system, how to combat voters’ distrust of election officials, vote-by-mail, racism, gerrymandering, and ranked-choice voting experiments. The conference is managed by a board of directors called the Association for Election Science, Reform, and Administration. Massachusetts Institute of Technology (MIT) political science professor Charles Stewart III was president of the board as of 2025. 5 6 7

Leadership

As of 2025, University of Southern California (USC) political science professor Christian Grose was the principal of Data Viewpoint LLC. He described his position as a “contract” and indicated that he worked at the firm remotely. Grose’s academic work concerns election map redistricting, race, voting rights, and how election reform can remove partisan “polarization.” He has worked as a voting rights consultant for left-of-center groups like the League of Women Voters and Mi Familia Vota as well as for multiple government bodies. 1 3 8

As of 2025, Grose was the academic director of the USC Schwarzenegger Institute for State and Global Policy, a role he had held since 2018. In 2020, Grose oversaw the Institute’s “nonpartisan” democracy grants program which disbursed $2.5 million to various election administration offices at the county level to help them open new polling locations. 3 2

Grose’s 2011 book Congress in Black and White, published by Cambridge University Press, won the American Political Science Association’s award for the best book on race and politics. His work has been funded by the MIT Election Data Science Center, the Leonardo DiCaprio Foundation, and the Russell Sage Foundation. 9
